actually you always start with cs, since judgement has been redesigned so that it doesnt do much dmg anymore. The main function of judgement now is to refill your mana pool. Judgement has a 10 yard range, since you only need 0.5 sec to get in melee range, beginning with Judgement is a loss of dmg.
I usually begin with exo in range, than cs/ds/concecration/judgement, in this case judgement just refills your mana pool as it should.
And btw. Conceration has 10 sec CD, every PVE retri has the glyphe.........
Remeber if 2 CDs are off at the same time, judgement is never your choice, unless you are nearly oom :D

Well, 3.2 says that we can't use Exo as we're running in, so Judgement's really all that we can do.
Consider why we always led with CS before when it comes to clashes - it does the most damage, perhaps?
You always try to maximise uptime of your big damage abilities, and that means using them as soon as they come off cooldown.

Okay, I'm sorry if this comes across as a stupid question, but I haven't got the PTR.
Why, exactly, is SoV the new DPS seal? Does SoComm still have it's 1 second ICD? Or is it fully functioning like Martyr/Blood does now? And why choose SoV over SoComm? Is the new SoComm judgement really that weak compared to SoV?
SoC basically works just like SoB/M, minus the "backlash" damage. Every melee hit does extra damage while SoC is on.
SoV, once all five stacks are up, will do more damage than SoC. This is because the Judgement does 10% extra damage per stack, and once all five stacks are up, every melee swing does an extra 33% extra damage as Holy -- not to mention the DoT that the stacks do in the first place.
Basically, SoV will be the seal of choice except for in very short bursts or very short trash pulls.

I think blizzard needs to add lots of critters before every boss so we can be like fury warriors running around smacking things, screaming in vent to pull while i have "rage" or rather AoW proc. Those are bad fury warriors. A decently geared Fury warr will swing twice at the start of a fight, possibly pop bloodrage, and have enough rage to smash face for the remainder of the fight (assuming nothing like Vezax's -20% melee speed aura)
