I think judgment are going to be more like ranged physical dps like shots, they are still going to be ranged so dunno if they count.

Judgements: All paladin judgements are now properly considered as
melee
attacks that cannot be dodged, blocked or parried. Previously Seal of Light, Seal of Wisdom, Seal of Justice and Seal of Righteousness would cause the judgement to be considered a ranged attack.

See, this is what I don't get with the new Exo changes. They want Ret to think more and "push more buttons" but with 30%+ crit on your average T8.5 Ret Paladin, melee + DS + CS + Judgements = 100% uptime on AoW. As long as you don't start a pull with Exo, you will always be able to get an instacast Exo.
Haven't I seen this exact post on another topic?
