Chain heal is mostly worthless while leveling up to 80. The leveling dungeons rarely (never?) have that much aoe damage going on.
Mostly you're busy healing the tank, or dps who think they can tank because you don't want to let them die. Healing stream totem is pretty potent, and chain heal is a pretty long casting spell and it's not too likely that 3 people in a 5 man group will all need the healing. If something that's not a tank is tanking, they need a much faster heal than chain heal affords.
That was my experience while leveling as resto. Another drawback on chain heal is that it (currently) will not proc improved water shield.

What if they were assigned to raid heals?
I know last time I was in Naxx 25 my healing layout was like 85% Chain Heal, 12% Riptide and 3% LHW.
I do raid-healing in Ulduar with often less than 15% Chain Heal. CH is a choice for any form of healing, not a requirement.
