Blizzard is your problem there. It is a huge mana waster, and completely unnecessary on one target. Just use another frostbolt.

Also, I found it helped to get gear that was int based at earlier levels then in later levels you want spell power based gear.
I can kill mobs faster and drink more often for a lesser amount of time each drink or I can kill mobs slower and drink a little less for a longer time each drink.
Hmm... Which is more efficient?
