Feral is absolutely the way to level. Balance becomes viable once you hit Outland, and resto... it works, but it's slooooow. And I speak from experience. Even tho I have some okayish spelldmg gear, as a resto it takes me about 3-4 times as long to kill a mob as if I was feral / playing on my hunter. Doing daily quests is painful enough that way, leveling is another matter...

I know a resto who's been resto from 10. She says "I don't kill stuff fast, but I never die." I guess that's your trade off... but I rarely died leveling feral either.

There are obvious variations, ie: bash n heal, or cow stomp n heal, but this was my typical OHNOES situation.
The gains aren't worth the sacrifice here. You could die every 10-20 minutes as feral and still come out way faster than levelling as resto.
As feral I die maybe once a playsession when I'm grinding quests, and I'm currently level 42. I haven't had trouble with feral since before level 20.

it's impossible to level as resto.
Feral is the only way to go. Balance will have you drinking most of the time, while imp leader of the pack along with the occational heal will keep you in action constantly.

Look, levelling speed is about dps, travel speed and minimal downtime. If you level faster in Resto than in Balance you're doing something wrong, because Balance dps beats the pants off Resto even early on, and is about equal to Feral although it has a bit more downtime.
Basically,
Feral = fastest leveller, but gear-dependent so go to AH often
Balance = almost as quick, but has more downtime, get enough Spi
Resto = slowest leveller, period.
But you can level with any spec. Travel form, some decent talents like Furor and Naturalist in the Resto tree, and switching to feral gear means you can still level quite well with it. Compared to a proper Feral build, you loose about 40% of your dps once you're at lvl 30-40... it's a gap that widens gradually, and it's not that noticeable early on.

+10% dps straight off the bat for naturalist
Roughly one third more swipes and claws from Omen, meaning roughly one third faster finishing moves, and my swipes and claws deal only 10% less damage than a full feral spec. So, ultimately, I get more dps boost from swipe and claw as resto than as feral. Feral has better crits, attack power boosts, and the like, so feral is going to win that battle, but it's not as one-sided as you might think.
Balance is just...no. So you kill three critters in two minutes, and then you're down for twenty seconds drinking. You're down 17% in your levelling speed right there. Balance is a great spec, but it's a horrible grinding spec.
Well, you should know that sustained grinding is one of the slower ways to level in WoW, the game is balanced in such a way that questing is always faster ;) I've done the 1-70 a couple of times, so I kinda feel qualified to speak on the topic...
Pure long-fighting stamina is not such an issue, as long as you can kill enough mobs to quest efficiently, and if you get your spell rotation and gear right you should only need to drink every 8-9 mobs as balance... on top of that, by the time you're level 46 (which you seem to be) you've picked up about +60% extra damage in talent modifiers - I was outdamaging equally geared rogue friends by about 1.4 to 1 when I was levelling my current main. That more than makes up for a bit of downtime.
As for resto vs feral, look at this build:

By the time you're lvl 46 you've added 11% extra crit, roughly 150 AP, 20% more damage from claw and rake, 15% more dam on FB, and a much better combo point/rage generation on top of the feral talents on your resto build. That's a lot more than 10% more dps, on top of things like LotP healing and increased movement speed in catform, and once Mangle arrives, things change hugely in favor of Feral.
I can't put it more clearly than that, but both Feral and Balance, if properly geared and talented, will out-level resto by quite a distance.
