Can someone explain the 'Global Cool Down' to me?

Global Cooldown (GCD) is the forced period you have to wait between casting spells and using abilities. When you cast Lifetap, immediately after you cast, the GCD begins. You can't use any spells for 1.5 seconds (standard).
The purpose of Quartz is two fold (for the way I use it at least). Quartz has many modules. The ones you are most concerned with are the GCD and the Cast Bar. The bars work in tandem to provide you with the tightest possible rotation.
The Cast Bar you should be familiar with since Blizzard has one in the standard UI. What's different about Quartz is that it attempts to calculate lag. When you use the Quartz cast bar, a portion of the bar at the end will be Red. This is the calculated lag segment. The idea is that whenever your cast gets to the red section, you start spamming your next cast. The actual time something occurs in the game and the time that you see it happen is different. This attempts to eliminate that difference (sort of). Its not perfect, but it does help.
The GCD bar is a much simpler bar that just has a spark that travels down the bar every time you cast a spell. You use this bar for every spell that is Instant Cast or for spells that have cast times shorter then the GCD (not sure if there are any actually, but regardless). This would be applied for spells like Corruption and Curse of Agony. You can't cast both back to back because the GCD prevents this (that forced 1.5 second delay). So you cast Corruption, then watch the GCD bar. As soon as that spark is at the end, you cast Curse of Agony. The default Blizzard UI also does with their circular button fade, but I think Quartz makes it more apparent.

Also of note is that haste affects the global cooldown. So it can be less than 1.5 seconds, down to a minimum of 1 second.
So even if all you do is throw out instant cast dots, haste will still help you.

Fractionally off topic, backdraft is one of the only things in the game can reduce the GCD, down to 769 milliseconds (1/1.3). This applies to you! The main effect is that casting immolate while you have backdraft won't "waste" a charge.

how can you use so many addons? All i have is necrosis. Do you really need so many?

The majority of them are simply aesthetic. They allow me to place stuff where I want it placed, maintain a consistent theme, and be visually pleasing.
I run a pretty simple setup compared to come most of the UIs you see in the UI & Macro forum.

that really is a very small number of addons. my addons folder contains 165 folders.
...also, you have one single addon and you chose necrosis?
