An armory link and a WWS/World of Logs report of the relevant Ulduar fights would be very useful.
Agreed. Especially that armory link. Also, what is your actual "rotation"? Chances are, your low dps is either in your gear and/or your spell priority list/opening rotation.

Is your shadow set hit capped? shadow rotation is:
VT, DP, MB, 2 MF ticks, SWP, MF, MB
Though it could depend if the fight is more mobile to start
like VT, DP, SWD, VE could be a start while the tank and you position

Yeah, you have to make sure you're hit capped. I know cap for Draenei shadow priest is 263, so for a Belf shadow preist i'm guessing it's somewhere around 285.
For rotation:
Open with --- (Vamp. Embrace) -> Vamp. Touch -> Dev. Plague -> Mind Flay -> SW: Pain -> Mind Blast
Vamp. Touch first to apply
Misery
, and SW: Pain when
Shadow Weaving
reaches 5 stacks.
After that, you just do:
Mind Blast -> Mind Flay x 2
While re-applying DoT's when they run out. Your goal is to re-apply DoT's RIGHT AFTER they expire, so that they can get the last tick of damage. So re-cast Vamp. Touch when it has ~1 second left.
If you find yourself with just a bit of Cooldown left on Mind Blast, use SW: Death, then Mind Blast.

A shadow priest who tops the meters is one who never lets his dots drop below 95% uptime, and
always
keeps mind blast on cooldown. Mind blast is a shadow priests most dps spell per gcd by far. One tick of VT or DP is not worth casting over mind blast.

Both these would actually be "correct." VT > DP > MB > MF2 > SW:P... offers slightly higher dps than VT > DP > MF > SW:P > MB..., but the latter is slightly more complex and uses up more mana.
As far as when you should cast VE, I wouldn't do it unless all your DoTs are in place and MB is off CD; otherwise, you're loosing an excessive amount of damage.
The only time I vary from this is when I have to run into position for a boss fight. In that case, I go w/ SW:D > VE > SW:P; if I end up casting SW:P while running in this scenario, I will always recast it once SW reaches 5 stacks.
You have "around 313" hit rating, which is 24 pts higher than the hit cap. Try fiddling around w/ hit gear vs damage gear and/or swapping gems to give/take +hit. The goal is to remain as close to 289 as possible w/o going under.

My rotation goes like this.
VT, SWP, DP, MB, VE, then SWD or MF.
Reason for SWP in early rotation is for the bonus damage you get for MB and MF. Why pass up 10% bonus. Then keep dots up and add in MB, SWD, and MF as needed.
Casting VT, 1.43 for me, on pull gives tank time to get some aggro going as you lay in with dots. If you start in with MB first ...ooo daddy, if you crit, might pull that aggro. also at the end of casting it, cool down is gone and you can insta cast something. Get the dots up early so they can start ticking away. This rotation works for me, i'm usually 1 to 4 in damage and that accounts for spot healing when needed. Divine Hymn is nice in a raid moment when everyone is hurt......

I disagree Phos. The whole time you are going through your initial rotation, you have left out an important spell. Can always recast it after you have the shadow weave stacks. Its not an expensive spell, and mana should not be an issue.
Also, its what works for me. Rotations are nice, but most fights your moving some if not alot. As your running in sling out your insta cast dots, and move on from there. One single rotation will never work all the time. As stated earlier, get your dots on and keep them up. Read up on rotations, gear , and all that jazz, but find what works for YOU. What fits your style of play so you can adjust to the different fights and options presented to you. Youll find that those players that have to sit in one spot all the time tend to die. Be fluid with the fight Grasshopper! Dont let the idea of DPS DPS DPS get you too far from what a SP can really do.

, it will show you when to "hard refresh" (i.e. cast) Shadow Word: Pain, etc. when a elemental shaman proccs Elemental Oath (5% more crit (?)).
As of the rotation, I found this rotation good:
VT > DP > MB > MF3 > SW:D (to get MB off cooldown) > MB > VT and so on.
