Higher crits, more control and easier positioning with Improved Gouge. I find when speccing Backstab, which isn't nearly as viable as 27/0/44 ShS/Murder or 41/5/25 Mut/Prep, you want Improved Gouge for pooling energy for double backstabs since resilience really hurts backstab. Because you don't have the sustained of Mut/Prep, you really have to think a lot harder about controlling the battle in controlled bursts.
(Starting with 120e from pvp set bonus/vigor) Premed, Cheap Shot (40e), Eviscerate (35e, possible refunding 25e), Backstab (45e), Gouge (45e). From here, pool energy until you have .5s left on Gouge and Backstab x2. You can either KS or Blind if you wish, but if you think you can get away with it, eat a GCD or two and Gouge again and re-stealth.
That's the idea (imo) behind Backstab PvP.

Waylay's strength lies in ambush, which I don't use unless I'm facing a clothy (where I can CS/Garrote anyways) and or using Shadowdance. I would probably (honestly) use Wound/Wound since you have Shadowstep to regain distance and can stun/incapacitate to keep people around.
I don't like to use Shadowstep right before my opener and I generally prefer to save it against kiters (mages, hunters, DKs) or defensively if there's another in the area, i.e. Shadowstep to a priest that's far away from the paladin that's burying your face in holy damage.
As far as Shadow Dance is concerned, there are few tips. You can use it as often as possible to get the most use out of it or save it for some truly troublesome characters. As of next patch, Shadow Dance will last 6s on a minute cooldown which will make it less bursty but allow you to more consistently apply pressure. Shadow Dance I generally use Cheap Shot -> Garrote -> Ambush as much as I can.
The other build I proposed is much simpler in application, and more viable overall, but lacks the Ambush/Backstab flavor I think you're going for.
