Perhaps you should also mention that enhancement *should* also be spell hit-capped.

Enhance should be hit spell capped, so they acutally need quite a bit of it (55% of my average dps is spell damage). I believe the spellhit cap for enhance with the presence of 3% Debuff was 367 for a non-draenei.

Easier to just say 14% for non-Draenei, as you have no talents giving spellhit as Enhancement.

Enhancement expertise, raid wise is 26 expertise, which is 6.50%.
Mine says Expertise Rating 142 (+17 expertise), so I am not sure if that denotes 142 total, or 159 but one of those is the actual +expertise required.
142 expertise rating. THe +17 is the actual expertise you have. Yyou also have +9 from talents, but that is not showing on the interface (so the 26 you need...)

For Enhancement, capping your spell hit at the 446/17% mark will also put your melee hit rating above 13%, so your auto attacks will only be missing about 5% of the time (assuming Dual Wield Specialization is 3/3). More hit rating beyond this will only affect your auto-attack (white damage), and other stats should be focused on.
This statement is misleading. It's advisable to diversify into other stats at that stage, but because so much of Enhance damage is based on procs from auto-attacks it is not wasteful to be above spell cap the same way it is for casters.
More hit rating will increase your auto-attack, Windfury, and Lightning Bolt damage - though not to the same degree as crit, haste or AP.
