I always leaned towards fire for leveling, to me it seems to kill about 6-7 mobs before drinking. As for best leveling spec, I always figured the best spec for leveling was the one you are better at and the one you like.

If you level solo, you need a mix of offensive and defensive power, along with decent mana usage. A suggestion I have is Frost spec, with a little of fire on higher levels.
With Frost/Fire you'll have Icy Veins, Water Elemental, Ice Barrier and Deep Freeze from the frost Tree, and Burning Determination and Impact from the Fire Tree to give you some survivability. Besides, if you spend a lot of points in the right talents in Frost, you can make melee opponents (PvE and PvP) easy targets, since you can probably slow them down A LOT.
Here are some suggestions (Talents + Glyphs for leveling solo + world PvP)

At level 30, I'd go with something like this:

Looking at your 60 spec, i would disagree with you on a few points.

is better, and these are the main changes that i've made:
1. Go deep frost. Seriously, Deep Freeze is one of the best frost spells there is once you get ice lance, and it's pretty decent before then as well. It freezes them, meaning that they can't get closer. It stuns them, meaning that they can't cast. And there's a brilliant glitch that if you have fingers of frost on, and you cast deep freeze just before you finish casting the second frostbolt, it freezes them. And with ice lance, you can get 2/3 of their health down with the 3-4 ice lances in the freeze time. Also with the impact nerf since wotlk came out, it's not good since fire blast is very mana inefficent.
2. Increased range: The further away you are, the longer you have before they get to you. Simple.
3. More permafrost but less precision: You don't get your spells resisted much at all, and if they're slowed more you can get an extra frostbolt off before they get to you.
4. Winter's Chill instead of Arctic Winds: An extra 3% crit on frostbolt and up to 5% crit always is better for me than 5% damage all of the time, especially since it costs 2 less points. But i have kept 2 points in arctic winds as filler. Also, you shouldn't get hit enough for the miss chance to matter.
5. Generally decreased cooldowns: the more often you have water elemental etc up, the faster you will level.
And for 70 / 80 i would go for:

Yeah, if you are talking about more PvP focus, I agree with you Zeriko. But when I posted this specs, I was not thinking purely on world PvP, but more on a leveling solo + world PvP spec. That is why i put some points into Precision and Improved Blizzard.
Improved Blizzard is a real life saver when you need to AoE while leveling up, since it allows you to pretty much decimate world trash.

Well i've leveled a frost mage and I can say i've never, ever, ever used Blizzard. I've just never seen the point, since you're mainly relying on frostbite proc to stop them from moving out of range (once nova has run out), and because you need to nova blink to start the blizzard, you've got no way of getting away if they do all come at you since you've been unlucky.
And to be honest, i was thinking solely in leveling, since imo specific frost talents do not make much difference in world pvp (apart from the vitals ofc). But i've always been on pvp servers, so maybe i think of world pvp subconsciously :P
No icy floes, I tend to ignore icy veins and if needed a cold snap refreshed CD's.
I would never ignore icy veins. Seriously. It's brilliant if you can't get away from a mob, it's meleeing you and ice barrier is on cooldown (or you don't have it yet), since you ignore knockback. And if you never have that problem, it helps for nuking, or just generally speeds up levelling if you're like me and pop cooldowns whenever they're off.
Brain freeze seems futile while PvE'ing. I never had the need to freeze something. If needed a nova followed by a blink does the trick.
I'm assuming you mean Deep Freeze here, but at higher levels you will already have used nova and will still need to freeze, and novaing and blinking together is a very bad habit to get into if you're going to pvp at all.
And i seriously disagree with no shattered barrier. The main reason that i use ice barrier is for an extra freeze, i don't actually get hit enough to need the damage reduction. That's why i'll never use the glyph, all that does is make the nova take longer.
You say that FoF replaces frostbite, but remember that with FoF they're running towards you, where with frostbite, they're stuck in place. And FoF only applies to frost spells, frostbite makes ALL have the 50% more crit, so a brainfreeze proc can crit as well off frostbite.
I admit that i've never played below 70 with wotlk mage specs, so my comments on tbc leveling aren't fully justified, but in northrend at least, you need more freezes than you say you do at 60.
Sorry for the wall of text, it's just i've always loved my frost mage, it was my first main :)

Saying all of that, i have just made a thread with a 'perfect' AoE leveling build, that is at 80 and you should go frost then fire then arcane when you level up it:

Note that the spec in my second post is the one that is said to be perfect, the first one seriously flawed. I didn't understand AoE specs very much before, so i'm sorry with the mistakes i've made in my prior post. Please don't flame me for them, since yes i know that i've made bad assumptions.
Sorry to double-post, but it's simpler than putting this as an edit, since people might get confused if this was in my last post.
