the OP has several misconceptions.
first he's looking at some poor builds. 56/0/15 are numbers that were common but aren't any longer so there's a good chance he's looking at some old builds.
addressing the talents raised:
amp curse - this is in cookie cutter affliction builds but it's a relatively poor talent. the amount of time that talent gains you over the course of a fight that you can put towards shadow bolt filler is so negligible as to be laughable but it is still often chosen as a means to get further in the tree.
grim reach - this is not a DPS increase. the range doesn't help enough to be worth wasting the points.
dark pact - gives less mana for your GCD spent than LT. this isn't the only reason it's skipped but it's all that's needed.
demonic power - this is in cookie cutter affliction builds.
destructive reach - see grim reach. this would be more useful in that it reduces threat but that should be a concern.

well, in the FAQ i use 53/0/17+1. i personally put the +1 in fel synergy.
the reason cataclysm has become a common part of the cookie cutter is because it has an effect that simulationcraft can track and quantify and every little bit helps on those simulations. it's definitely not a bad place to put the point as it does add a bit of efficiency.
