The badge costs for
Emblem of Conquest
gear seemed odd when they were introduced. The figures weren't round, and seemed slightly less than the cost of gear bought with other badges. This reminds me of the change made to spell costs, where the top ranks are now slightly cheaper than lower ranks to discourage downranking (or rather promote use of the top rank.) Apart from making the task of gearing up easier, it seems to me that the badge change was anticipated, and that these badge prices encourage one to preferentially grab the top gear.
As an aside, I don't think we'll see an upward exchange of badges. The stuff at the top is cheaper to start with, so it'll be relatively easier to get. Also, part of the intent in making the change was to encourage further use of the 5-mans. If people were allowed to trade up from existing badge stock, there wouldn't be that added incentive to run them.
