The config.wtf included in that UI most likely has the video setting "VSync" turned off.
What VSync does is 'limit' your FPS to your monitor's refresh rate. In almost all cases this is 60, 75, or 80.
Basically what happened is when you installed that UI, you overwrote your config.wtf file with the UIs, and thus turned off this option. This allowed your FPS to be out of sync with your monitor's refresh rate and thus exceed 60. When you removed the UI, WoW recreated the default config, which has it turned on by default.
As for what the option actually is used for, it is there to reduce what is called 'screen tearing' which can happen when your FPS gets too high compared to your monitor's response time. What this causes is visual artifacts that resemble parts of the image not lining up with the rest of the image (it looks like someone took the image, ripped it in half, then tried to put them back together but didn't line them up quite right).
To turn it on/off: ESC -> Video Settings -> Uncheck Enable VSync

Yes, you will. All VSync does is create an upper bound to your FPS so that it cannot refresh faster than your monitor can display. If you're getting less than that number (60 in your case), changing VSync will do nothing.
Essentially, VSync is there for systems with lower end monitors. Most monitors have a response time of 12ms to 15ms, which will cause them to start tearing/ghosting around 80fps. Higher end monitors can get down to about 8ms which will cause them to start tearing/ghosting around 100fps. Granted those are rough numbers to illustrate my point, but you get the idea. All VSync is doing is telling your computer to essentially slow down on purpose to avoid artifacts.
