This is one of the buildings that will be introduced with the Garrison in Warlords of Draenor expansion pack. This is the second level of 3, with 1 more upgrade available.

This will very useful for players with the Jewelcrafting Skill, and has the following abilities for each level:
Level 1: Generates a batch of Jewelcrafting components daily, and allows production of Jewelry. The building can store at most one batch at a time, and new batches are only produced if free storage space is available.
Level 2: Stores up to two daily batches worth of Jewelcrafting components.
Level 3: Unlocks Specializations, and ingredient capacity increases to a maximum of four daily batches.

This can only be placed on a small lot.

Level 2 Gem Boutique offers (without Jewelcrafting):

Placing up to 14 work orders, one requires requires 5x Blackrock Ore and produces Taladite Crystal plus sometimes Sorcerous Air and Sorcerous Earth. It takes four hours for one work order to complete. Work orders may also contain some Apexis Crystal and Abrogator Stone / Elemental Rune if you are on the respective quest.

You can also assign a follower with Jewelcrafting trait to the building. Doing so doubles the work order yield (the chance for double yield is affected by the follower level) and gives the access to Jewelcrafting dailies which reward Jewelcrafting Payment (contains 300 gold):

As of patch 6.1, Blizzard fixed a loophole concerning followers and work orders:

"We closed a loophole that would allow you to assign a Follower to a building right before collecting the work orders, and gain all the bonus even though they weren't assigned to the building the whole time.

The intended functionality (and the one active in 6.1) is that the Follower needs to be assigned to the building as each work order completion ticks for their bonus to be applied." source

Abilities

Allows followers with the Jewelcrafting trait to work here, granting a unique bonus. Also allows up to 14 work orders at one time.
