In reference to The Lurker Above ; and (since the raid has yet to be released) I can only assume it will have similar criteria. So get fishing, achievement ~~hunters~~ fishers! ;)

To complete this achievement you will need to summon De Lurker Be'loa during the Stormwall Blockade boss fight. You don’t need to defeat the Lurker.

To summon De Lurker Be'loa you need to click on a fish pool to the left of the docks after the boss has been engaged. Ideally you want only one player staying behind on the docks to summon it. That player will have to deal with a few mechanics for 2 minutes.

After clicking on the pool, the player will start pulling a rope out of the water, and they will start to slowly get pulled towards the water. Walk in the opposite direction to stay on the docks, but don’t walk too far away from the edge or the rope will break.
Shortly after, sea swells will start falling on the player, who will have to dodge them to stay alive.
After that, waves will come crashing onto the docks, and the player pulling the rope will have to dodge them.

This will go on untill the 2-minute rope-pulling cast finishes. The rest of the raid need to perform the boss fight as usual.

De Lurker Be'loa has two abilities:

Hydro Blast - A frontal cone that will push anyone away, shooting them into the water
Undertow - Pulls all the players towards De Lurker Be’loa, instantly killing those who get too close

To deal with De Lurker Be’loa, you can have a Warlock cast Fear on it every 20 seconds.

If you don't have a Warlock then you can use a Rogue to stun the Hydro Blast or just make a cc rotation.

A quick tip: The lurker can blast people off the platform if he does his Hydro Blast the moment people arrive on the main platform.

You can avoid this by simply having the person that fished up the Lurker stand all the way to the left. https://imgur.com/a/OmWGjxx so the lurker will do his blast away from the main platform

You'll want a class with high mobility to grab the fishing line.
The boss throws out some tidal waves with wonky hitboxes that are a little difficult to dodge without high mobility. We used a DH, and a mage would have been
my second choice.

The lurker needs to be spawned in before both brother and sister die, or the rope will automatically be dropped. You also can't run too far from the puddle, or it'll break from range.

The first Hydro Blast is the most deadly as it can hit players porting over from the ships. It should be stunned by the person who fished the add up or baited away from the middle of the room.

We had our rogue sit on the lurker the entirety of phase 2 to stun every Hydro Blast. The rest of us did the fight normally, but our stacking was super sloppy with the pull effect from Undertow. As long as your group clears the puddles well it should still be pretty manageable.

Some advice for the lucky fisherman:

The "fishing" requires you to interact with the pool when the fight begins. Stay alive for a 120 second channel and you will spawn De Lurker Be'loa.

Do not stand near the edge of the platform, the rope tether will slowly pull you off.

Stay in square area of the boss room. Running over to the entrance where the platform gets narrower will de-spawn the pool.

Swirlys and tidal waves will shoot out from the pool. Just avoid them.

The lurker has a very small hitbox and chances are there will be Freezing Tidepools everywhere discouraging melee abilities.

An outlaw's ranged stun will be most reliable to interrupt Hydro Blast.
Undertow is an instant kill if you get within range, however is also interruptable.

This achievment can be cheesed if you have a Warlock in the group that uses Fear on De Lurker Be'loa which fears the Mob for 20 seconds! If you make sure the Warlock gets a Macro like -/cast fear Fear- for example then it's a free achievment pretty much

A note you have to finish the 2minute channel to summon the lurker before the raid pushing 2nd phase otherwise it cancels and despawns

The person fishing up the Lurker can be anyone. Mobility is unnecessary. The hardest part is the wave phase since they'll knock your character towards the direction your character's back is facing. The trick is get hit by a wave, get knocked back, spin your character 180, get knocked back to your start location, repeat for each wave. It completely trivializes the wave phase.

Hey y’all

I just did this with a pug group at 3/19/19. I just wanna add there that besides the fear from warlocks and stun cc from rogues/etc that you can use on the lurker, you can also use the hunter’s freeze trap as cc. This creature is categorized as “Not Specified” so any other cc that has specific targets won’t work such as banish or hibernate. Also, make sure no one is breaking the cc, it should be obvious but it’s a common mistake. I was doing tab targeting initially so unknowingly I was breaking the cc repeatedly so I had to target and click manually between the adds and the boss.

Some notes from our attempts last night by our monk:
- Don't use Transcendence to avoid the waves. It breaks the line.
- Don't try and heal yourself during down periods while waiting for the rope.
(I suspect that this is covered under 'don't do anything that will break the channel', admittedly....)

Also:
- Confirming Paralyze does work, but our group normally positions on the left side where Lurker is, so some of our cleaves were breaking the CC.

I was the lucky fellow that got to be my group's fisherman in our run. I have to say it was actually quite fun doing that part.
After a few wipes (usually from me falling in/getting pushed in to the water >.< ), we had it down pretty solid.

A few notes:
- The rest of the group needs to wait the full 2mins. Have them get their respective mini-bosses to ~10% health and then stop. then have the fisherman raid warning the timer when it's near the end... and when it's complete (and safe to kill). The cast completely breaks if you kill them too fast and summon the boss before the end of the fishing cast.

- Fisherman should run to the middle of the area after clicking on the pool (no actual fishing necessary), then wait for the ability that sucks you in and walk forwards against it. Then run about dodging the blue swirly splashes (no speed buffs necessary, there is ample time to avoid them all).

- The wave crashes are pretty daunting at first, as they're so close to together. I found that if you STRAFE side to side, you can time it pretty well and get hit by nothing. Strafing 1 'brick' distance and back again came out perfectly (if you do this at the closest edge to the pool, and use the giant bricks around the edge as a guide, the centre brick's edges gives perfect markers of where to run back and forth for both size and time).

- Hunter frost trap worked better for us to stun the lurker, could then completely ignore it (just don't aoe near it and break it >.< ). I also found that you had to stun it almost immediately from spawning the lurker, so be sure to have a fisherman with a good stun on hand, else they'll be blasted off :( Pretty much any stun seems to work (but interrupts do not). You can also dodge the blast to a certain extent.

- The fisherman doesn't have to be especially speedy at all. I used my hunter, and never really needed to use my aspect of the cheetah for the fishing part if done right. It can be helpful to use a speed buff if you do get hit by the waves too much and get pushed close to the edge though (but you shouldn't get hit at all if you follow the above advice).

- It may be stupid to have to say, but you do still have to play the mechanics of the fight!
Killing the sirens, and the elemental adds before they charge the boss up is super important. Don't just nuke the boss and hope for the best!

The cast kept ending until the 'fisher' took off their neck. Certain azerite traits may cancel the cast so be aware of that if you keep failing.

Impossible to solo, you need to go to one of the ships to start the boss but cant teleport back to fish up the Lurker :/

I was able to do this achievement with 2 accounts, but it's not as simple as it sounds.
I used a 70 BM Hunter (ilvl 477) and 70 Shaman on main account (can be anyone that can interrupt).
On 2nd account, I used a 60 shaman in ghost form (the fisher).

Basically, you have to assign each main toon to a ship and ALT-F4 between them to interrupt Tidal Empowerment and kill sirens
In the mean time, the fisher is at the dock pulling out the Lurker.

You have to be careful of 2 main things:
1) You need to pull the Lurker before P2 and before Catastrophic Tides = Wipe
2) You have to watch out that the fisher doesn't get pull in the water = Dies.

Here's the breakdown of the fight:

1) Hunter is on Brother Joseph's ship. You NEED a toon with a pet to kill the siren for you.
Shaman is on Sister Katherine's ship and fisher is in ghost form ready to click the pool

2) Shaman attacks Sister Katherine and ALT+F4

3) Launch game on main account to log in Hunter.

4) While it loads, fisher clicks pool and stays in the middle of the pier (not too close and not too far).
Be ready to TAB between the 2 accounts to avoid being pulled in the water.

5) Hunter is logged in, sends pet to kill siren, wait for Brother to shield, takes it down and interrupts empowerment.
PS: Do not instruct pet to attack him or you will kill him too soon.

6) ALT+F4 and log in Shaman.
PS: At this point, fisher was in the spout or wave phase of the pulling.
You can ignore your fisher during these phases as it pretty much misses all the time.

7) Shaman is logged in, breaks shield and interrupts empowerment.

8) ALT+F4 and log in Hunter.
PS: At this point, fisher should be in pulling phase again so be careful.

9) Hunter is logged in, kills siren with pet, breaks shield and interrupts empowerment.

10) Now, you don't have to switch anymore.
Wait until the pull phase is done on your fisher.
Take Brother's HP down as much as possible without killing until the Lurker is out.

11) When the Lurker is out (achievement tracker is now white instead of red), quickly kill Brother.
Teleport to other boat and kill Sister before teleporting to boss.

12) All you have to do now is kill the boss.
I used my interrupt on Sister (which wasn't necessary) so I couldn't interrupt Catastrophic Tides.
However, I was fast enough to kill boss before he finishes casting it.

Reminders:

- You do NOT have to kill or do anything with the Lurker when it's out.
- You cannot kill Sister or Brother quickly because they become a ghost and cast Greater Tidal Empowerment which is even more problematic.
