The boss will occasionally cast Evasive throughout the fight and then proceed to try to Gut Shot people. When she gets to buff, all you need to do is root her quickly, and continue rooting her until she loses her buff. Do this every time she casts Evasive and kill her normally.

My group had quite a few pulls on this boss trying to spam Entangling Roots on her, but our tracked achievement continued to turn red as she leapt back to us after her ship phase -- we're pretty sure you just need to not stand where she lands, because we earned the achievement after doing this.

Dread Captain Lockwood will continuously attempt to retreat from players using Evasive unless she is snared or rooted. As the achievement description implies, you have to keep her snared (slowed) in order to prevent her from ever using Evasive.(##RESPBREAK##)396##DELIM##Nightswifty##DELIM##

Easiest way to do this achievement after multiple pulls, goes as following:

1. Pull boss, keep a slow debuff on her. (We used warrior hamstring)
2. When 2nd phase comes (She jumps on the boat) kill of the cannoneer and interrupt the boss (Using cannoneer's cannon) before she casts her ''Barrage'' this will keep the achievement progress ''white'' when tracked.
3. Kill boss (repeat step 2 on 2nd Boat phase)

Some extra info:
If it turns red, instantly wipe it.
If its red before the pull because it failed on previous pull, you can reset the boss to turn the achievement tracker white again

Don't forget to track the achievement, if it turns red instantly wipe it.
We also used 4 dps and 1 tank, as healing wasn't needed, makes it less of a hassle.

A few tricks that seemed to make a big difference:

Tank the adds near the boat, in front of the boss, so it's easier to nuke down the cannoneer as soon as he spawns.

Bind /click ExtraActionButton1 to an easily accessible keybind, and spam it when you pick up the cannon. It will fire the ability from the cannon asap (Unstable Ordnance).

If possible use Earthgrab Totem when the boss is still in the air, on her way back from the boat.

Move away from her landing area and wait a few seconds before going into melee, this includes pets as well.

Hunters have a really great mini ST burst for this, thanks to A Murder of Crows. Just be sure to save all cds for the add phase. (we got it even without bloodlust with 2 hunters in the group)

Look at her energy bar and time the Hamstring (or similar 15+ second snare), so that it is refreshed the millisecond before she jumps away.

Only way we managed to pull this with current gear 340-345:

1.- Go with 4 dps 1 tank, you don't need a healer and you don't want do deal with a 2nd intermission phase.
2.- Use Bloodlust or similar at pull, since you will still have it up for the intermission and you also wanna do as much damage to the boss as possible.
3.- Keep a slow on the boss all the time (frostbolt, hamstring or similar), try to refresh it right before he jumps so you have up to 12 seconds to do the achiev. (achiev tracker check if boss have Evasive buff when she jumps AND WHEN SHE LANDS, that's why you have to be quick).
4.- Save all your single target burst for the cannoneer, he needs to die really quick (6-8 seconds) and then somebody needs to pick up the item really fast and use it asap. (Remember you can dps the cannoneer 3 seconds before he lands into the main platform so ranges > melees).
5.- If you did this correctly, your achiev tracker will still be white, then you should focus the boss but cleaving the adds cause remember you don't have a healer. If you manage to do the first part correctly then you have enough dps to skip another intermission.

When trying to do this achievement, we found that no matter if we actually rooted or hamstring'ed her during the transition or not, the achievement always failed whenever the Dread Volley fired, so we just made sure to beat it. You have ~10 seconds before this happens in the transition, so make sure to kill the cannoneer and fire as soon as possible to bring her back. We got the achievement the first attempt after we focused on this instead of maintaining a root during the transition.

I'm combining tips from the comments here and from when we did it. This is what you need to succeed:

1. As soon as the tank pulls you have to slow the boss to avoid it jumping away. This can be anything from Hamstring to Chains of Ice to Frostbolt etc. Reapply this snare so that it is constantly up, or the boss will jump back, and you fail the achievement. Make sure to reapply this when the boss is at 98 energy, and as soon as she jumps back on land later.

2. You need to kill the Cannoneer that jumps on land when the boss jumps to the boat at 100 energy quick (in less than 10 sec), so you have to burst when he comes. There is a small window of 3 seconds where you are not fighting anything before he jumps on land where you can pop cooldowns that require GCD. Once the Cannoneer is dead you have to click the thing on the ground that appears next to his body. It is possible to get the achievement even if you are a second too slow and the cannons on the ship fire a round, as long as no one on land gets hit by the cannons. But this is not something to aim for, you should aim for killing the Cannoneer before the boat can do a volley of cannon fire.

3. Important thing that many did not mention, you have to avoid the area where the boss jumps back. If the boss lands on you then the achievement will turn red.

4. Lastly, DPS is important here, in one of our tries the boss jumped back to the boat again at 50k hp left, and we failed it. But popping Bloodlust as soon as you pull the boss, and other long CD's that will work both on the boss and the Cannoneer is good. You should try have big burst ready for the Cannoneer.

In the end it is simple to do this boss, just have enough DPS to kill the boss before she jumps back to the boat a 2nd time. And have enough burst to kill Cannoneer before the boat will fire cannons, while also keeping the slow up on her 24/7 so she won't jump backwards and you miss the achievement.

Our tank accidentally pulled while fighting the trash up to this boss. We reset, but the tracked achievement did not turn white again when we encountered her the 2nd time. Idk if this works but I would suggest wiping if this happens to you.

My group spent way to long trying to sort out roots and slows to prevent the debuff (evasive) from applying to the boss. After considering the actual encounter mechanics (like some other posters here) we realised that this fight is a pure DPS check in that the idea is to prevent the boss from firing her cannons by killing the cannoneer add and using the cannon to fire back thereby interrupting and ending P2 ASAP. This will be important in M+ in the coming weeks. Thus we did the following:

1) Before the fight began we checked talents for single target. We made sure we had potion of bursting blood + BFA flasks / food / runes). We all made targeting macros for the cannoneer.
2) At 90 energy in P1 near the start of the fight we rooted the boss and left her alone to hop across whilst slowed and rooted. (You now have less then 10 sec of evasive buff free boss)
3) As tank I then moved to be directly in front of the dock and subsequently spamed the targeting macro.
4) We nuked the cannoneer under hero. ALSO i pulled the other adds away from the cannoneer body so the cannon could be piked up in time as sometimes it would spawn under an add body which would fail us.
5) We used a monk to port out and reset the boss when the achievement turned red for any reason - thereby saving our expensive buffs! (and again reset the boss to turn it back to white).
6) Since the idea is to kill her extremely fast (one P2) i.e you have less then 55 seconds to do the whole fight from the initial pull (so the healer went dps)
7) we had a very bursty group comp of paladin (tank) / rogue / mage / monk / boomy (healer). For reference the average GROUP DPS (including the tank and healer) was 8k+ at ilvl 342+

By tanking the adds at the boat it would ensure max dps time on the adds and move the group away from the middle where the boss would leap back to. ALSO we noticed that the achievement would always fail if we were to slow with the cannon interrupt for any reason - if the boat gets a shot of its over.

I forgot to press record on this one because i was 110% focused - by far the hardest of the this glory meta at this time.

You can just burn the boss before he transitions and don't have to deal with any mechanics.
We popped lust and had 53k dps overall. We didn't even have a 4 dps, it was with a healer. Everyone was 370+ geared.

I had problems with this (Few days before 8.1)

We tried all sorts of tactics like instant root when he jumps.

ONLY THING THAT WORKS: Have high burst dps, dont use a tank. When he jumps on boat, there spwans this cannon add with 285k hp - Nuke it in 5 secs (Yes 5), then pick up item he drops use it instantly, this was only thing that worked for us.

So save CDS/combo points w/e, pop hero/drums before boss jumps over.

Seems to be fixed in 8.1.

Tons of people (myself included) are insta getting the achievement on the first m+ siege done after the patch. No more tricks needed, just have a method of constantly slowing her.

TLDR;

1. Slow boss as soon as you pull, keep doing it and make sure the slow is on right before the boss reaches 100% energy and jumps back to boat.

2. Use all cds on cannoneer and zerg him down, pick up item and fire at boat.

3. Kill boss, remembering to keep her slowed!

For Warlocks, summon your Sayaad pet (Succubus/Incubus).
