This NPC is used to increase your rep with Sporeggar and can be found at the coordinates mentioned here or on the map above.

There are a few recipes or items that Mycah, the Sporeggar Quartermaster, sells, but you cannot speak with him to purchase items from him without being at least Neutral with Sporeggar. Mycah is located in the tiny little "town" of Sporeggar at 17,51. In the link I referenced for him, you can see what he sells. Most notable of his wares is the recipe to Transmute Primal Earth to Water and a few cooking recipes such as Clam Bars (good for those upping cooking that doesn't involve fishing, and uses the Jaggal Clam Meat found on all of the naga in the zone) and Sporeling Snacks (good for Hunters). For those that like to collect non-combat pets, Mycah also sells the Tiny Spore Bat which is kinda cute.

But anyway, to get started with your rep so that the NPCs in Sporeggar (including Mycah) will speak to you, you will need this NPC, Fahssn. Do the two quests he gives and you'll have enough to be at least Neutral. I believe these quests are repeatable until you're Friendly with Sporeggar. I haven't gotten past that part to find out how to go on to Honored, Revered, or Exalted (there should be a way since there are some items that Mycah sells that require Revered or Exalted status in order to purchase) so perhaps someone else can add on to this and give us details (or I can come back and edit someday when I find out.)

Edit: Msshi'fn in Sporeggar (The Sporeggar Primus) has a repeatable quest (and Fahssn sends you with the spores you gathered from one of his quests to go see Msshi'fn) to take 10 Glowcaps to him for 750 rep per turn in. Now, I don't know if that will stop once I hit Friendly (nearly there) but once you've gotten Neutral with Sporeggar, the 10 Glowcap turn-in is another repeatable alternative to Fahssn's quests.

It also seems as though there are lots of quests you can pick up once you're Neutral with Sporeggar within town, so that must be how you get to Revered and Exalted. Good luck!

Note: At level 59 - i am too low a level to get any quests from Fahssn.

He has a grey "!" above his head - so i guess it's level 60 required.

Just to clear up some confusion. He starts by giving two questsThe Sporelings' Plight andNatural Enemies. For these quests you collect Mature Spore Sacs and Bog Lord Tendrils. Once completed you may then turn in more Spore Sacs and Tendrils up to FRIENDLY rep with Sporeggar. Once you are friendly he will NOT give you any more repeatable quests.

Here is a Tip:
Once you are neutral with Sporeggar he will then give you Sporeggar. But don't take that quest until you are friendly. By not taking the quest you can see where he is at on the mini map (Big yellow !). Makes him must easier to spot for the repeatable turn-ins because he moves around a lot. Another thing to keep in mind is that the Spore Sacs are soulbound but the Tendrils are not. Extras can be sold at the AH.
