This equals 25.6 expertise skill, which would decrease the amount you get parried/dodged by 6.4%. Parry only is a factor if you are in front of the boss (which tanks will be).

That's a pretty high boost in threat, as well as reduction of damage for tanks.

From personal testing, this seems to have a proc rate of about 10% and either a 30 or 45 second cooldown (45 is more likely).

The beauty of this proc though is that you get the huge boost of expertise very early in a pull (as the cooldown will be over at the start of each pull). It has a high proc chance so it won't take too long to proc when you pull a mob, and that means that you'll very much likely end up with 100 expertise within the first ten seconds of a fight. This is when threat is most vulnerable to strings of dodges/parries as you wont have a huge threat lead over your DPSers yet.

As a result, whilst it averages over time as 20 expertise roughly, I would suggest that the way in which the expertise is delivered in a huge burst at the start of a pull tends to make it a little more valuable (provided you're at/near the 23 expertise soft cap for removing dodge altogether).
