You must have the 3 Silvery Salve and 1 Field Pack in your inventory, having them in your bank does not let you talk (heal) the NPC.

This can be a bit tricky to find. Go into Hyrdshal to the southeastern edge. Go up the tower that you'll remember using while questing here and look out across the river for a grapple point. As stated, you had to do all this with the tower and grappling across while questing here. Once you have grappled across it's easy to find the NPC. They are on the end of a broken bridge fittingly next to green flames on the ends of it. Look out for the treasure chest as well near the NPC if you haven't got it.

The scout is at 48.42, 73.60 next to one end of a burning collapsed bridge.
A Juvenile Stormwing and a Stormwing Whelp are near the scout.

There are two main paths to reach the scout.

Option 1 (through Hrydshal):

Go to the top of the tower behind Gunnlaug Scaleheart at 45.86, 72.84.
Grapple to the southeast (the hook is at 46.36, 74.37).
Follow the path up the rocks to the east.
Grapple across the waterfall (the hook is at 48.09, 75.79) or just run across it (there are stepping stones).
Drop down the small cliff to the north, the scout is just to your north.
Alternatively, you can follow the road down to the northeast starting at 48.62, 75.08 as it curves around to the left through the Stormwing Rookery.

Option 2 (through Jotunnwood):

Start from either Greymane's Offensive (if Alliance) or Dreadwake's Landing (if Horde) and go to 56.26, 75.06.
Head uphill to the southeast until you get to 57.43, 79.14, avoiding the elite Highlands Ettin if you are not equipped to fight them.
Turn to the right and go uphill to the northwest until you get close to Hannval the Butcher's area.
Follow the path that starts at 51.82, 76.22 up the hills to the southwest as it curves to the west and then north to 50.75, 74.39 in the Stormwing Rookery.
Go northwest to 49.83, 72.27 near the Stormwing Matriarch, then turn to the southwest and follow the road to the scout.

Do these First Aid quests serve any real purpose after reaching 800 First Aid?

Silvery Salve is an item created by first aid (you learn it at first aid level 730), and it can be learned from the first aid trainer in Dalaran (Olisarra the Kind); it is crafted using Silver Mackerel, a fish that can be fished in the Broken Isles.

I'm including this information in case some people have a relatively low skill in first aid and hence may not have realized straight away that this is a crafted first aid item.
