From the current beta ;

The Armored Carp required for the quest can be found close by, to the south of the buildings.

The easiest way to do this is by equiping the item then swim down close up to the carp and click the Anglers Fishing Spear to use it. It should hit any of the carp close by. The fishing spear does not seem to work at distance (unlike some NPCs who use a fishing spear)

You can just kill the carp and loot the item without using the spear (though it is more fun)

Currently the fishing spear stays in your bag after completion. It may be a bug as it leaves multiple copies in you bag (not auto-deleted) But like quite a few quest items, it may be intentionally left, to let you use it as a novelty item.

You can equip and use the fishing spear any time and use it to kill other similar low level fish (they are not tagged as Critters but actually level 10 Beasts) It has a nice animation which it makes it a fun thing to throw at friends. It doesn't hit any objects (apart from the intended fish types), therefore, sadly, it can not be used to spear Taurens...

EDIT: I tried it out with the level 1 critter fish at Sri La Village 'Saltscale Carp' and it did not hit them so not sure if this does work. Will check some more.

Using the spear requires you to be facing the school of carp you wish to collect and to be at approximately the correct distance, about 25 yards. I could not get it to spear fish at close range, even when it passed through their bodies. Instead it seemed to affect only those fish that were at roughly the same depth as me and at a distance where the spear's arc would hit them. You can kill an entire school of 5 quickly and collect them all at once.

You don't need to use the spear at all. You can just attack the carp yourself and loot them.

Also, swim further than what the quest tells you. I was looking forever in the blue area on the map, but they were further out than I expected.

Actually using the spear is harder. Dont use the spear and just kill the armored carp

Apparently if you also get the quest Huff & Puff and turn one of them in before completing the other, it'll remove the quest item.

Heres how you do this:
1) move about 25 yards from the mob
2)line your toon up with the carp so its facing it(like your toon is staring at the fish) you dont have to target it.
3) use the spear and it 1 shots the carp
4) Loot

I have found that when you aggro the carp first and then use the spear when he's all up in your face, it's a guaranteed hit (have only done this quest twice though, so might not be that accurate).

As a note for hunters, if you use the spear be sure your pet doesn't attack the fish. If your pet does kill it when you cast the spear you won't get the loot.

Warning to all hunters: put pet on passive. I couldn't finish the quest, untill I realised the pet was killing them fast than the spear...

I love the sound the carp make when you spear them. Worth using the spear to hear it. :)

If you also have the "Huff & Puff" quest, complete BOTH before handing in or you will loose your harpoon ! :(

Then you'll have to do it the "old fashioned way" of regular killing.
