You can pick up most of the 4 items just by simple questing in the area. One is on top of a big shreddar/robot-like machine that you can simply ride up the ramp to get. Another is in a small hut near the alliance tent quest. Another is on top of a wooden ramp near the middle of the zone.

The last item is the only one that presents any difficulty. You need to ride around the right side of Cragpool lake, and when the path dead ends into the lake, take another right up the path and across all the scaffolding. At the giant wheel, continue left around it and the item looks like a big diving helmet at the end of the path.

The quest giver (A little Blood elf girl) and the shredder laying on the ground near her called Large Daddy are both a tribute to Bioshock. (Big Daddy and the Little Sister) I was amused when I saw it ;)

And I'm not entirely sure but I think the quest name also refers to Rapture. I might be wrong though.

Mechanized fire is at 63, 56. It was on top of a tank with a shredding arm.

Mechanized ice is at 66, 50, near Cragpool Lake.

Mechanized water was in a colorful little hut near the tent quest, but I forgot to write down the coordinates.

The quest name "Dream of a Better Tomorrow" is also a reference in the name itself, as Bioshock 1 and 2 which happens in Rapture is indeed built for a Dream of a Better Tomorrow :)

I think there's a small bug in the quest now, the Little girl Clarrisa followed me around as a companion for an hour after I completed the quest.

it took me forever to find the path to get to the top of the scaffolding for the Apparatus, the path begins at 69.8,47.1

out of curiosity, i followed the link on the items and come to find out this quest is the exact same on the alli side, just different names, we have big pappa and alice. the quest name is "Just ask alice".
then its called "big pappas wild ride". i dont know of any references to anything other than the song "just ask alice" from Jefferson airplane.

A little more clarification of the location of the last item (the war apparatus). It took a little while for me to find it, the top commentor was very helpful in me being able to find the location. If you look at your map, follow the road that crosses the lake, when it gets to the dead end (like mentioned above) you want to take a right. On the map, you see a dotted line. Follow that around, and up the mountain, you'll see wooden slabs every now and then, and you'll come to the top of the scaffolding and some venture company folk. Follow the scaffolding around, down, across, then up.. and you'll find the item. Gettin there is the hardest part.. once you're on the scaffold, its cake. :)

In case you're dumb like me: Getting to the top of the dead tank does not involve jumping! Simply climb up the ramp from the back of the tank.

Some further clarification: To get the apparatus, go to the east end of Cragpool Lake any way you can. There is a 27 elite fish in there that is the subject of another quest, so be careful if you swim.

When you get to the east end of the lake, walk a few steps and you will see rails on your left. This is the start of the path up into the scaffolding where you continue walking and killing mobs until you finally see the quest item (a big helment) sparkling. The rails that start the path can be found at 68, 46 for those who have coords.

Now about getting on the back of the tank, others have mentioned a ramp. There is no ramp, you actually climb up one of the treads from the rear, located at 63, 57. I will admit it does look like a ramp.

Obviously this quest has changed since people began posting comments. The comments talk about looking for fire, ice, water and the apparatus. When I did this quest, water had been replaced by air.

The air is located in a fancy green house located at 60, 63, on the west side of the area where all the tents are, pretty much straight south of Windshear Hold. If you have the quest "Ashes to Ashes," all these tents will be sparkling because you have to burn them.

Quest currently appears to be bugged. The fire is far too high to reach and myself, along with another Nightelf and two druids were unable to get to the fire. If there were stairs, they're not there anymore. Otherwise the ramps do not take you high enough and I assure you, we spent forever jumping on and off anything solid just to try to reach the fire without success.

For those who are flying, the BD-816 War Apparatus is at the very end of the wooden path, just on the west side of the giant water wheel.

Incredibly stupid quest, running around all over to try and get the last piece above the big water wheel, falling off the edge to your death, not able to get your corpse without climbing all the way back up again as a ghost, then jumping off, hoping to land in the same area, missing that area, having to climb back up again and repeat, all with the cemetery 650 meters away. Real smart blizz...

Description

Mr. D is sick, <mister/miss>. Won't you help him? All you have to do is find his hat and batteries and he'll be all better. I'd go get them myself, but I can't leave Mr. D alone!

His hat was stolen by the meanies in the Venture Co. over at the water wheel and his batteries are hidden around Windshear Crag. You'll just have to look real hard for those!
