This advancement lets you summon an argent steed once a day. It last for 1 hour and allows mounted combat and such, similar to the wolf mount in nagrand for WoD.

This upgrade grants you access to the Charger Saddle, which is located near the entrance of the Paladin class order hall. Activating it will give you Reins of the Charger, which acts like a mount when used. It has a 1.5 second cast time and mounts you on a Paladin class mount (a Charger for most races, and an Elekk for Draenei -- the same as Divine Steed).

When mounted, you can cast spells and engage in combat, interact with quest items, loot mobs and objects -- much the same as the Draenor Nagrand wolf mount worked. You are still dismounted when entering areas that do not allow mounting.

You may only acquire one Reins of the Charger per day and it has a 1-hour duration after which it is removed from your bags; however it may be used repeatedly while you have it.

A fairly restricted item, but very handy while leveling or doing world quests. Probably the better of the Tier 2 upgrades, unless you really need the increased mission success chance offered by Righteous Blessing.

I'm having buyer's remorse on this; Demonsteel Stirrups do the same thing, and as a blacksmith, I get a horse for 8 hrs, versus the 1 hr this gives. Sure, it costs some materials but I'm assuming that won't be hard to come by on the whole

This is a blast to have, and has a much more obvious use than the alternative. There's a lot you can do in an hour, and that 10% from the other option won't make or break anything, especially later when your followers are geared out. Some of the less obvious things that haven't been mentioned:
- Mount remains active if still mounted when the item's duration expires and disappears from your inventory, with full functionality, for as long as you can stay mounted.
- Refreshes every morning along with world quests.
- Does not dismount you when using a glider kit/toy or the Dalaran hearthstone. Therefore, you can continue to use the mount for as long as you remain outdoors, alive, and in the Broken isles, using Goblin Glider Kit + Emerald Winds. Note that unlike the Rocfeather Skyhorn Kite, the mount does not deactivate as you go over the sea, keep your glider kits handy!
- You do not dismount when you are dazed, though you are slowed to the same speed you would be if you were not mounted and dazed for the duration.
- The timer starts when you pick it up from the class hall, and is paused on logout.
