This is the new, 4.0.3a version of Razelikh the Defiler.
He is the target of the quest You are Rakh'likh, Demon (Alliance/Horde)
He is located at the top of Rise of the Defiler in Blasted Lands.
To get up there, you need to speak to the Deathly Usher located just below the mountain.
Once you get up, you will meet Loramus Thalipedes.
Loramus will aid you out in battle with a buff which regenerates your health and mana. While this buff is active, Loramus will also protect you from falling of the mountain by using a Death Grip-like ability.
The battle against Razelikh has changed a bit from the old one, but he still have his old abilites such as Decimate and Flames of Chaos.
Some of the changes to the battle are:
He will cast Flames of Chaos at multiple times, not only at 50%.
He no longer summons Illfar and Felcular, but instead he summons Defiled Felhounds every now and then.
Once Razelikh reaches 25% health, he will kill himself and turn Loramus into Loramus the Defiled.
Once Loramus has been brought down to 1%, you must use the Stone Knife of Binding on him to finish the quest.
To get down, you can jump down to a platform where you will find a "Rune of Return" on the ground. Standing on this will teleport you back to the Deathly Usher

The Loramus (night elf form) at the top of the mountain is actually a different NPC from the one that you met in your faction's cave.

Well, it's supposed to be the same fictional character, but yes, in 4.0.3, they added a a second NPC (with a different ID and buffed stats) and use that version of him during the first phase of the battle with Razelikh. (There is a third version of him, if you count Loramus the Defiled.)

According to Wopedia, the quest to defeat Razelikh, You Are Rakh'likh, Demon (Alliance version), used to be a challenging group quest. (See also the page about Razelikh, himself.) In 4.0.3, it became a solo quest. Now Loramus meets you up there, but it's a newer, better version with 12,248 HP, instead of 3,758 HP, which is what the first version that you encounter has. (I double-checked both numbers in the game.) While fighting Razelikh, he basically has to do the job that used to be done by the other players in the group.

Loramus used to provide more background on Razelikh than is provided in the game now. The information from an obsolete quest is still available in Wowpedia. However, some of that information is no longer current, though. Sevine, Allistarj, and Grol are now dead, so the player doesn't get the amulets/amulet fragments directly from them anymore.

So...I'm confused. Are Rakh'likh and Razelikh the same NPC? What's with the two different names?
