Soloable with a combat rogue, there is a place on the map where I think any class can do them alone: 61.00 65.00, small room.
There are 2 of them, short respawn timer, like 5 minutes?
There is also a Duskwatch Spell-Fencer and a Duskwatch Warpcaster.
In the middle of the room is a tree, to deal easily with these just rotate around the tree so the Duskwatch Warpcaster can't cast spells on you and kill the Duskwatch Spell-Fencer first then pull one Chronarch Defender at a time.

You can safely pull and fight individual Chronarch Defenders from the waters of (the north part of) Astravar Harbor without pulling a whole group of other mobs with them. There are several Defenders patrolling along the quay that are not always surrounded by mobs.

With patch 7.1.5 and Blizzard removing Ice Barrier from all but Frost mages I can no longer solo Elite mobs being a Fire mage (with little room to kite). My item level isn't stellar and I needed that bit of shielding to be successful. I guess I could understand the logic taking an ice attribute from a Fire and Arcane mages, but there are still ice related talents. So, I have to say "WTF?"

At 57.36, 67.26 there is a pier that has a Chronarch Defender on it the respawn is a little more then 5 min but if u pull him out into the water a couple of yards u might have only a couple of adds to deal with. If u go around to your right up against the wall at the end of the walk u might be able to find another one but with that one u will run into a few more add because that it were the loyalist appear out of the wall. As a blood spec DK i was able to do both spots with the help of my DK helper. my health was at 3.2 mil.
