7.2 PTR Legendary Item Changes and Development Notes - 14 March

In Patch 7.2, underperforming legendaries will receive bonus stats or additional throughput effects to make them more appealing to players. Today, Blizzard has provided the full list of legendary changes coming in the March 14th 7.2 PTR Build. These changes include the addition of 1.5-2% baseline throughput to underperforming legendaries.
As an example of a legendary which received improvements, here's
. It now grants 10% movement speed and 3% haste, 70% movement speed and 25% haste when triggered, and the movement speed bonus now stacks with other bonuses.

The past few weeks have seen a number of major legendary updates on the 7.2 PTR, so here's our roundup on what's new to this system including legendary targeting, crafted BoEs, and spec-based bad luck protection.
7.2 PTR Development Notes for Build 23657 and Mythic Testing

Blizzard has posted the overview of what's coming in the next 7.2 PTR build. It seems to be a relatively small build focused around bug testing and tweaks, without new types of content or quests to try out. Over the next week, all Tomb of Sargeras bosses except for Kil'jaeden will be tested on Mythic difficulty as well.
There are some wording changes to
coming in this build; namely they will no longer say they have a chance to grant a legendary, but they will still have a small chance to grant one. In these notes, we also learned a bit more about the gearing system on Broken Isles - the Relinquished tokens won't just have a small chance to reward a legendary, they'll also have a chance to reward good dungeon, raid, or PvP gear too.
Blizzard Posts Feb 23rd: Slot-Specific Legendary Targeting, World Boss Testing, PvP Updates

, Blizzard answered some questions on legendary clarifications, opened up testing on World Bosses, and announced that some PvP changes for 7.2 would be reverted. The "identify legendary" items like
Coffer of Twin Faiths
were scrapped and described as an "experimental concept" in light of the new announcement that droprates and bad luck protection will be calculated by spec, not by class, in 7.2. Blizzard also posted that you can target legendaries for a gear slot in 7.2!

The biggest takeaway from the legendary post was that the chance to get a legendary does not decrease after your third one - acquiring the third one is at the same chance as acquiring your seventh one, for example. Many legendaries were buffed or nerfed
; Blizzard explained that the goal was to nerf the power of legendaries that were strong in all situations. We also have a brand new datamining format for legendary procs and stats, we hope you like it! We have also updated our
7.1.5 Legendary Guide
with a compilation of all the changes from past builds so you can see how things overall change from live to PTR.
More specs received Aura Damage updates including +12% to Retribution Paladin, 3% to Unholy Death Knight, 4% to Destruction Warlock, +7% to Survival Hunter, and +5% to Arms Warrior.
New spells include the Shadow Priest Talent
while Greater Blessing of Might has been removed. Remember though that Retribution Paladins received a 12% damage increase to their remaining abilities.
Many Vantus Runes have been buffed from 1000 to 1500; while the costs have been halved!

Legendary Items: Soft Cap Removed, Bad Luck Protection Beyond Four Legendaries

Blizzard has revealed that the Legendary item soft cap has been removed a week ago, allowing bad luck protection to continue once players acquired more than four legendaries. This change wasn't noticed by players sooner as many of the players at softcap were pushing progression in Trial of Valor.
