This book was originally found in various places in the old world, and became a criterion for the achievement Well Read. This appears to be a new version of a book node, in which you "borrow" a book into your inventory for a few hours to read wherever you like, and then it "returns" itself. I located this in Legion's Dalaran, on the table at the foot of the middle bunk in the First Aid building. It respawned as I was typing this up and I still have the book in my bags, so it's not limited to one at a time.

This is one of forty books added in the 7.2.0 patch which can be found scattered around Dalaran. Interacting with the book will give you a rare-quality item version of it, which last for two hours before being removed from your inventory.

Location: Head over to First to Your Aid, the first-aid shop located within the Magus Commerce Exchange. The building has three stretchers inside of it, each with a wooden table at the foot. The book spawns on the table at the foot of the middle stretcher.
