Alzzin the Wildshaper is an Demon boss from Dire Maul East.
As per the game guide:

Alzzin the Wildshaper seeks nothing less than the total corruption of Feralas, but until he discovered the Shrine of Eldretharr in Dire Maul, he had little success. With the power of enslaved ancients at his command, Alzzin concentrated the vitality of the surrounding forest into his lair, allowing him to manipulate it at will.

UPDATE: The latest Beta patch has adjusted many of the passive effects of these legendaries. The following represents the most current in-game data as of August 26/16 (many of the Wowhead tooltips have not been updated yet!)

This is one of the new legendary world drops that are coming in Legion. Some of these drops are class-specific, and others are shared between classes (or have no class requirement at all!)

At the beginning of Legion, only 1 legendary item can be equipped at a time. Over time, as the expansion progresses this cap will be increased (Source).

Here is some further information about these items:

The legendary items are intended to be used for the entire expansion. They are currently item level 895, and it remains to be seen whether this will change prior to release, or during Legion itself (for comparison, Mythic mode gear from The Emerald Nightmare is iLvl 880).
Thus far, it appears that legendaries will drop from dungeon bosses, raid bosses, PvP Strongboxes, Mythic+ Weekly Caches and World Quest Caches (rewarded after completing 4 world quests). As it stands, these will be the ONLY sources that will yield legendaries. While the legendaries are rare drops, they are not fully random - there will be ways to target specific items (Source).
More difficult content will have a higher chance of dropping these items (Source)

Some level of bad luck streak protection also applies to legendary items (i.e. the chances of you getting a legendary will slowly increase if you don't have one drop). (Source: Legion Summit Dev Interview, Video | Text Summary)
If the slot for the item is transmoggable, you can transmog these legendaries to other appearances, and vice versa (unlike legendary items from previous expansions) (Source)
Legion legendary procs/effects will be disabled in instanced PvP (Source)
Blizzard plans to institute a "suppression aura" in effect for a certain number of weeks after Mythic raids are available, which would disable any legendary item passive effects (they would still function normally as high-ilvl regular items, with the primary/secondary stats intact). (Source)

UPDATE - As per the latest information, Legion legendaries WILL BE allowed in all raid situations, INCLUDING Mythic difficulty. The previously noted "suppression aura" in Mythic will not be implemented. (Source: Legion Summit Dev Interview, Video | Text Summary)

All legendary bonus effects are passive "Equip" effects (there are no "Use" effects on these items)
All Legion legendaries are Bind-on-Pickup, and cannot be sold, traded or listed on the Auction House.

Oneth's Intuition	Wrist	Balance	Starsurge and Starfall each have a 20% chance to make the other free.
Chatoyant Signet	Finger	Feral	Increases your maximum Energy by 100 while in Cat Form.
Ailuro Pouncers	Feet	Feral	Gain 1 stack of Predatory Swiftness every 15 sec. Additionally, Predatory Swiftness now stacks up to 3 times.

Edraith, Bonds of Aglaya	Wrist	Restoration	Swiftmend extends the duration of your heal over time effects on the target by 10 sec.

This item has a 30% chance to generate a combo point whenever the periodic damage from one of your bleeds crits.

If you have several targets with bleeds ticking on them and a reasonable crit rate this provides a significant flow of free combo points. The effect is much less dramatic on single target fights.

The possibility of random extra combo points changes the ideal rotation for Feral slightly. Normally you will often reach 5 combo points then wait and pool your energy. When using this legendary you should pool at 4 or 3 combo points to reduce the risk of wasting the extra points the legendary might provide.

You can generate combo points while not in cat form using this legendary. So long as you have bleeds active from cat form, you'll get the extra combo points.

The bear form version of Thrash doesn't generate any combo points from this legendary. The cat form version of Thrash does, and can be a strong source of combo points when fighting several enemies.

This legendary still functions when you're not in Feral spec. So long as you're able to use cat form bleeds you can get extra combo points. But there's extremely few situations where it's worth using over a legendary intended for the spec you're playing.
