Potential D&D reference. Mordenkainen is a wizard in the D&D world of Greyhawk. One of his spells is called Mordenkainen's Magnificent Mansion.

Total mats:

450x Gearspring Parts (Bind on Pickup) Available only via a 4x daily cooldown and Engineering work orders.
40x Sorcerous Air
30x Sorcerous Fire
30x Savage Blood (Garrison barn only material)

Assuming no access to the Engineering work order, it would take a minimum of 113 days to be able to fully upgrade your helm to iLevel 665.

It says that it makes ilvl 665 in description but when i used it my engineering goggles went to 670, not that im complaining of course

I also used a pair of these, and instead of going from 655 to 665 like it said in the tooltip,
it became a 670 Cybergenetic Mechshades.

After checking out wowhead, it does seem like it's the tooltip that's off, not that we got 'lucky' by proccing it to warforged of some sorts.

If the parts had these prices:

Gearspring Parts (200) (at least 15 per day) - daily cooldown worth: 300-500g, thus each would be 20g-33g)
Sorcerous Air (40) (10-25g each)
Savage Blood (15) (1000-1100g each)

15 x 1000 = 15000
15 x 1100 = 16500

200 x 20 = 4000
200 x 33 = 6600

40 x 10 = 400
40 x 25 = 1000

400 + 4000 + 15000
1000 + 6600 + 16500

It would cost anywhere from 19400g to 24100g to make this item.

There is no cooldown, so I wouldn't pay 30k for each and most likely you should pay 25k at most. Of course, depends on your realm, but I thought this would be helpful to those thinking of buying these usually overpriced items. What could put the price down as well is if you get more than 15 parts per day.

*UPDATE for Mar. 17, 2015* - All Stage 4 Crafted items will be buffed by 5 item levels. As such, the stage 4 helms will be iLevel 685 and Unstable Oglethorpe's Octagonal Lenses will upgrade a helm from 670 to 685.
Note that the tooltip for the Stage 4 items is not at present updated

This is one of the upgrade items for the iLevel 640 epic goggles that engineers can make and use.

Upgrading the goggles has a number of stages, as follows:
Unstable Linkgrease Locksprocket will allow an iLevel 640 helm to be upgraded to 655.
Unstable Morden's Magnificent Contraption will allow an iLevel 655 helm to be upgraded to 670 (in other words, the base helm needs to be upgraded twice to reach ilvl 670).
Unstable Oglethorpe's Octagonal Lenses will allow an iLevel 670 helm to be upgraded to 685 (the base helm needs 3 total upgrades to reach this stage).

Notes about the goggles:
- They are BoE and can be sold on the Auction House or traded
- They require Engineering at skill level 600 or higher to use
- They can be equipped at Level 91
- The goggles require 100 Gearspring Parts to craft
- One of the primary stats (Intellect, Agility or Strength) will change with based on spec - as such a single helm can be used in multiple specs (e.g. between Elemental and Enhancement shaman specs)
- The helmet will be crafted with +93-139 each of two random secondary stats (chosen out of Critical Strike, Haste, Mastery, Versatility or Multistrike)
- The secondary stats can be re-rolled (randomly reselected) using the consumable item Didi's Delicate Assembly (1 item required per re-roll)
- The quantity of secondary stats when crafted is random as well (e.g. one item may have +133 crit and +104 haste, while another of the same type may have +130 crit and +110 haste)
- The on-use effect will zoom into the distance, allowing you see distant objects/people. The effect has no cooldown, and is cancelled by moving or right-clicking the buff
