In order to buy this blueprint, you need to have completed this quest in Talador: The Only Way to Travel. If you are horde, it is simple: Follow the Morketh Bladehowl quests and it is the final quest that he gives you. To find Morketh, simply use the breadcrumb quest from your garrison and you will get The Quarry Quandary right after you have selected your Outpost structure - that quest leads you straight to him.

The outpost requirement is a bit misleading, as you not only have to select an outpost, but also complete the main quest line that opens from it (the same questline from which you get the follower associated with your choice).

For Alliance:

If you chose the Arcane Sanctum: complete Due Cause to Celebrate.
If you chose the Artillery Tower: complete The Only Way to Travel.

For Horde:

If you chose the Arcane Sanctum: complete Due Cause to Celebrate.
If you chose the Vol'jin's Arsenal: complete The Only Way to Travel.

After extensive tests, I've determined that you must have completed the quest line to the point where it checks off achievement progress for "Establishing Your Outpost" in Don't Let the Tala-door Hit You on the Way Out - If you have NOT completed that part of the achievement, if it is not checked off, you cannot upgrade your garrison. (Testers - Both myself and my husband in Talador at levels 94 and 95, garrison established, unable to build level 2 garrison - we completed the quest line and both of us were *immediately* able to upgrade our garrisons.) Simply selecting the building for the garrison is not sufficient for this.

The quest line is the one that follows the person you initially spoke with after selecting your Outpost building. For the Artillery garrison, it is Miall. I'm not sure about the Horde people, but each of them should give you a quest to meet you in the Ogre area. That is the quest chain you must follow to upgrade your Garrison to level 2.

Note: This also applies to the Spires of Arak Outpost - you have to have completed the Securing Southport (or Horde equivalent) chain to unlock level 2 medium building blueprints. Again, tested at level 97 after doing two other quest chains in Arak and was immediately able to build my level 2 lumber mill.

If you want to get one lvl 2 96 build sooner you can do this quest - > http://www.wowhead.com/quest=34711#comments and choose book and go to Stormshield and buy from gnome by Flightmaster on the box with building being built. The same goes for horde just a goblin instead of a gnome. The horde same thing once you talk to blood elf mage just complete that questline and you get book. This is for the mage tower.

For Alliance, once you get to the quest At Your Command, choose Wrynn's Artilary Tower and complete the following quests in order to obtain the level 2 profession building plans(small plots).

At Your Command (choose the Artilary Tower for this guide)

The Quarry Quandary Go out the NW gate to (69,19). Speak with Apprentice Miall.

In Ared's Memory Go back into the tower at (70,20), hand in quest, then pick up 3 new quests from Miall.

Out of Jovite, Iridium Recovery, Gas Guzzlers are all inside the mine at Kuuro's Claim (76,22). Complete these 3 quests and then hand them back in to Miall at the Tower (70,20).

Going to the Gordunni Grab this quest and head to Gordal Fortress (62,68) and speak with Miall.

Dropping Bombs Destroy the 3 catapults as you go up the left side of the mountain, and then take the grappling hook right beside Miall at (68,69). Once over the wall, speak with Miall and get 3 new quests.

Supply Recovery, Prized Repossessions, Punching Through Complete these 3 quests and hand them in to the Alliance Soldier that is following you.

The Lord of the Gordunni Head to (64,81) and kill Witch Lord Morkurk. He can be a tough fight for some, so remember to use your Artillery Strike. Speak with Miall when you are done.

The Only Way to Travel Accepting this quests takes you back to Fort Wrynn. you can now accept Miall / Morketh Bladehowl as a follower and then go back to your garrison and purchase your level 2 profession building plans (small plots).
