If you really want that information for historical purposes, you can use Google to find forum/blog posts from these times.
Otherwise, Wowhead is not the place to discuss anything related to private servers.

I'll repeat one more time, it's not discuss of private servers. I registered in wowhead only for 1 reason, to know where frost mages are better in pvp, tbc or wotlk. If you can find same discussion about frosts in tbc and wotlk, give me link please.

Define your version 'better' first. I mean, if it's simply a matter of statistics, there might be still some PvP ranking boards around from that time, so use a search machine. But even those statistics could be skewed because one spec does not exist in a vacuum, the balance might also shift because changes in the 20+ other specs.
In short: your question is

'special'. If you want to know if there were more successful Frost Mage PvP players in during certain patches, there are probably statistics for that out there. But even that would not really 'help' you, because skill still enters into this. Something you apparently do not even consider.

PVP is balanced whether you are level 70,80 or even 90. all characters are only as good as the person playing them, no class has an advantage as such.
