Spell ranks are still in game, they just automatically change, unlike in Vanilla when you had to change your action bars every time you learned a new rank.
Take a look at
Shield Slam
, there's a slider that shows you the damage based on the warrior's level.

I just checked Shield Slam again.
Difference between Vanilla Shield Slam and new Shield Slam is.
Vanilla

Lvl learned 40
Rage -30
Range 5yd
Effect: Slam the target with your shield, causing 288 to 352 damage and has a 50% chance of dispelling 1 magic effect on the target. Also causes a high amount of thread. 6 sec cooldown.

Hmmm...the game changed ? It's been a while since I played vanilla but I don't remember being able to effortlessly aoe 7-8 mobs as a fire mage and start again right after without having to drink or soloing levelling levelling instances as a warlock or a paladin.
YES ! We know that shield slam damage is atrocious in low level and the official forums are PACKED with subjects regarding that issue.

It's not a solution though; the attacks are scaling as you level, same as what happened with spell ranks originally.
