Why Arms over Fury PvP?

I love Fury pvp, it's really fun. I don't do hardcore arena or RBGs, but for WPvP and BGs, it's great. I have a 502 MH and a tyrannical OH. The biggest thing that arms has as an advantage is overpower, since it can't be blocked, dodged, or parried. I can't really win against an equally geared arms warrior, but it's really fun to play. SMF is kind of crappy because to get the extra damage you need extra hit, and I'd rather only need 3% hit to get capped on special attacks with TG. You also get a lot more stats with TG, you'd only need 3% hit, which means you can reforge more into crit or gem more into crit, and also you get way more stats from the pve weapon.

Coming back to WoW I see all the utility talents are now available to any spec. With this being the case what makes Arms still the go to PvP spec?
Easier to build burst with TfB and SD offers more CS, making dealing with high armored targets easier

The rest of the internet has covered this quite thoroughly so I can't pretend to know all nuances of the answer. I'll summarize a couple of main points.
1) Fury is indeed more viable in PvP than it has been in quite some time. Meaning it's still second fiddle to Arms but not quite as terrible as it was in Cataclysm.
2) Look at sims/meters/logs for raid damage and see how much of Fury's damage is coming from auto-attacks (esp. Titan's Grip style). In raid that's fine, but in PvP there's so much moving around that you really don't get enough auto-attack up-time to make up the difference.
3) Arms gets Overpower which is instant and can't be dodged/parried. Fury has nothing like that. Arms also has Slam, Fury doesn't. So in the end, Arms ends up with more instant attack abilities that can hit hard, and Fury relies too much on auto-attacks and % chance procs (wild strike) that aren't available on demand. Great on target dummy or raid boss, but just not as good in PvP.

The way I always understood it is that arms dps is not intricately linked with crit. With fury however, if your bloodthirst doesnt crit you don't get raging blow. If you can use raging blow you can't dps for crap. Arms however doesnt have this issue. With mortal strike and thirst for blood arms can put out steadier pressure than fury in pvp in my experience.

Fury is quite viable in PvP if you are willing to revise your playstyle to capitalize on its strengths while minimizing the effects of its weaknesses. Arms basically gives you one-button "derp mode" burst DPS; Fury is a bit less forgiving and requires you to be able to stick on your target like glue. Fortunately, warriors have the tools needed to do so.
All things being equal, Arms is easier to play in PvP because of its easy to deliver burst, but Fury still has high burst (albeit more RNG based) and its sustained damage is higher as long as you stay in range. With double time, heroic leap and intervening to your banners (something you can do as any warrior spec), staying in melee range as a warrior is not as difficult as it was before.

I actually used to love playing Fury in Bg's. Then I had to surrender to Arms...because it got to a point where no matter how good my gear was getting, or what trinkets/chants/gems, etc I had...I was spending 30% of my time rage-starved, and 30% of my time looking at an action bar full of down CDs. CD management you say? lmao. That's tricky in Fury, because you NEED Blood Thirst, and usually Berserker's Rage as well, in order to light off your Raging Blow and Wild Strikes. CD on Colossus Smash is also always full-time in Fury spec, where-as Arms gets CD reset on crits.
In Fury, Mastery is useless after, what...18%? lol. You don't spend ALL of your time "engraged"...so you're wasting a stat above that 18% or so. You need to stack Crit almost to the annihilihation of Strength, since BT and CS crits = RB = burst. silliness.
Arms, pop your CS, mortal strike...and spam slam. CS pops every 8 seconds it seems like. Just dumb. Still love Fury, frustrated with crit/cd/rage starvation. : /
