Nothing has changed really - you could always level BS to max in an hour buying mats of the AH .
The PTR method just means that you have to only buy GI bars , not a variety of bars .
And if you do the math you will find that you need around 2000 more bars of GI to level that way then the total amount of bars needed to do teh current way .
GI bars are going to jump in price next patch ( if not already as people are starting to stock up ) because of :-
1) GI bars used to make the new ingots for the lightning forged weapons
2) 40 Trillium bars needed by everyone doing the next part of the legendary questline
3) and now the new BS lvling method .
so it will be extemely costly to buy the amount needed and it takes far longer to mine that much GI yourself as it does to mine the mats for the old method

From the point of view of gathering the mats yourself, it's a nice alternative to lvl 90 toons who don't want to go download some addon or just kind of wander around until you find the right ores. You know where to go for your GI nodes, so you can go there to gather them. Not to mention on PvP servers, this will get people out in the world and seeing a lot of it as they play.
And if you're going to just buy the mats, they're still gonna be a lil pricey. I don't know that this necessarily hurts blacksmithing as a profession, as much as offers an alternative means of levelling that might make a little more sense to someone who isn't as versed in the world itself.
This will be a fun experiment, and if it works out I'm going to love seeing it come to other professions. Levelling engineering is a headache right now, and I'd love to just farm GI for projects.
