Have you thought about seeing if there is a 3G or 4G service provider that covers you area? I know when I go visit family down in the land of no decent High Speed Internet that my 3G hotspot gives me an amazing connection for WoW and other things.
Yes, I find it weird there is no decent H.S. ISP down there but they have amazing 3G coverage
Also, have you heard of the program ?Leatrix? it is supposed to help cut down the latency issue for players like yourself. Have a buddy how is a gapper in Canada and he uses it. Cut him down from around 500ms to 100ms.
That being said, keep at it. You will be a better player in the long run after playing in the "molasses" that is 1000ms lag than you will expect.

I'm not going to tell you to quit at all, but I think to really be competitive, if that's what you want, you need to have better internet.
When I was raiding in BC and WotLK I had so much lag that it often made it a challenge to heal certain fights. Mimiron and Sindragosa come to mind. I had the capability of healing through it and the skill, but if my timing was off just a little, I let my group down. On good days we actually downed the bosses regardless, but on the bad ones, I occasionally asked them to replace me on specific fights.
However, there is a difference between raiding and being competitive. My friends and guildies were very patient with me and could look past my latency issues because I was such a good healer otherwise. If you are looking to raid with elitists or the "top" raiding guilds on your server, it could very well hold you back. It wont stop you from being a GOOD raider, it just will prevent you from being in the type A player pool.
And I think lonewolf is correct, you will be a better player for it, because when you do get internet that works you will do 3x the amount you do now and they will wonder how you got so good.

@ lonewolf - I had high hopes for Leatrix, but alas I installed it some time ago and it doesnt seem to have made a difference. I may have made some mistake in extracting the file, don't remember details, but i seem to remember some error messages and I'm not techie enough to quite understand...hmmph. As far a wireless hotspot.... maybe? it means another monthly subscription to enable the hotspot and at home 3G service can be spotty too..... I've lived with it so far
@GeorgeBob - I'm not trying to play with elitist raiders or top guilds at all. I'm really just in it for consistent progression through normal difficulty content. More than anything just trying to get an idea if high lag is a legitimate handicap or if I'm just playing poorly. Long wondered and never known what the consensus is
In some ways it can; you will miss plenty of opportunities for attacks and CDs so it might take a big chunk from your dps. But if you tank or heal it can be less vital, especially if you have rolling hot types of heal. HoTs have changed a lot since when I was healing though, so even that might be badly affected.

I am going to assume that the OP is playing on satellite internet. Thats the only type of ISP I know of that has consistent latency that high.
I spent a great deal of time playing on sat internet, and I can tell you, it sucks. But there are a few things that I learned.
First, believe it or not, WoW can be played (on low settings, and never anything more than a 10 man) on dial-up, and your pings will be way better than satellite. I actually played up through Ulduar using dial-up to run the game on a PC, and my satellite service to run ventrilo on a laptop. Solo content and 5 mans were no problem, 10 mans, I would have a few DC issues, but nothing horrible.
Now, that said, if your high-ping service is all you have, your best bet is to play a healer, and try to run with groups were you can (a) be a raid healer, and (b) have understanding teammates, especially your other heals, that will help cover you in those "Oh *!@#!" moments.
Those will be your biggest issue. Times when damage is not expected. Most time, as heals, you are able to somewhat "predict" incoming damage, and can just compensate for the lag by keeping heals rolling in. Where it sucks is when you were needed to get of a quick flash heal, but someone bites it before you realize what was happening.
As DPS, your numbers are always going to suffer with that lag. Tanking is not so bad on "tank n spank" fights, but if you have to have split-second tank swaps, re-positions, or quick taunts...you are screwed.
As one poster mentioned, if you have a cellular internet option available, that works 100 times better than sat. I finally switched to a 3g service through Verizon, and with a good bit of signal help from an antenna and booster, I averaged 2.5 Mbp/s download speeds, with pings around 150ms. I now have a 4g connection, and my speeds are 30 Mbp/s, and my pings are below 100, sometimes dropping to around 60ms on a good night.

, They run on Verizon 4g LTE network, and they have a much higher data limit than contract Verizon does. (the "Unlimited" is really 50GB, if you read the fine print). Verizon limits you to 5GB per month, unless you want to pay out the nose for it. Luckily, I am grandfathered in on true Unlimited, because I average about 40GB per month between WoW and X-Box Live.

Definitely try to get Leatrix latency working.
Delete any files from your first attempt, then download the unzip file. Then right click and chose "run as administrator" and extract the file. Restart your computer it should work.
I don't believe you have to download it to your addon file.
As for you high latency...it will hurt you in situations where avoidance actions is required.
Truthfully latency is one of the major causes of wipes and why I have always petitioned Blizz to stagger damage over time ticks to start of low so to give players a chance to react.(ex: instead of 30/30/30 it would be 15/30/45)
Those players standing in fire or not moving out of the path of a wave, you can bet most of them are not seeing those actions at the same time as low latency players hollering at them.
My latency is 30 and I can positively say I've seen the effects of high latency on other players.
It's actually funny sometimes. I remember the green globs crossing the path on the way to grobbulus in Naxx.
I knew who had the high latency in my guild and I would watch as they tried to time the gaps and laugh as they dove head long right into one and die. I would hear them holler in vent "there was nothing front of me."

I feel your pain man. For some reason, my ping was consistently 600+ when we first moved in and, to me, that was pretty much unplayable. Man, no idea how you can deal with a whole second of lag lol. Obviously pvp is more or less out of the question, but for raiding, all I can say is I hope your guild ain't too hardcore.
Other than that, I'd definitely consider that mobile hotspot thing. That's something my family was considering when we moved, but ended up finding a local company that does "wireless" internet (it's like satellite, but from radio towers or something instead of actual satellites).
And I know what you mean about that nagging feeling. I felt the same way. I had finally built a nice computer, was finally getting good at the game, then we moved, and bam, could hardly play the damn thing. But anyway man, if you can deal with the 900 ms lag, then more power to you. I know I would ragequit after a few minutes of trying to do something as simple as questing.
