If you really like the ele style, you can be ele and heal dungeons in that spec until outland. Your gear won't be TOO shoddy if you're doing dungeons a lot, and you can still go out into the world and kill stuff in a timely manner. I dual specced as soon as possible on my druid though, because it was a pain healing in balance and fighting in resto. But in old world, there really aren't that many differences in healing/caster gear. Maybe some mp5 and that's it. I leveled as ele because I really don't like melee. It was my first character, though, so it was really slow.

Your better off going Enhancement, or at least elemental. I leveled a shaman from 1-75 as an enhancement, then swapped up to restoration afterwards. It took me almost as much time to get from 70-80 as it did from 1-70. Restoration is just plain horrible at killing mobs, and dungeon grinding becomes infuriating after awhile. You are better off just using a leveling spec since you will gain little advantage in being a restoration shaman early on (your healing rotation changes completely at L80 anyways).
