Things that can affect results:
Spec (which you covered), but I have found that rogues are pretty easy to see anyway.
Movement- if you are moving, you are more likely to be spotted.
Sound- If you do not use sound, try using it. You can get the sap/opening jump fairly easily if you listen for the stealth sound that plays any time a rogue stealths or becomes visible. If you hear the noise, tab-target and sap.
Level- If this is not at 80 and your friend is higher level than you, s/he will have an easier chance at spotting you.

As a horde rogue speaking to a human rogue, I can honestly say that your problem is entirely positioning. The other rogues are simply anticipating you better than you are anticipating them, and they are moving behind your cone of vision and landing the sap first.
Human and night elf rogues are the best rogues for stealth detection, because they get a bonus to seeing and a bonus to hiding respectively. I think one of the above posters really got it right - you just have to work on anticipating how another rogue moves during stealth. Practice with a lot of rogue/rogue duels, and instead of thinking about how they could be moving, think about how you ARE moving.

there was a macro that was linked to sap back in BC for this very purpose, does anyone remember what it was? i had it and remember spamming it when i was pvping on my rogue, but seem to have lost it since then.

Don't move forward when Stealthed. Strafe facing your back to a wall and rotate using your mouse. Also, mash the Sap macro

It still works, using it atm.
The console tinkering lines don't work. It won't break the macro, but those lines are essentially useless.

use the line /targetenemyplayer in order to not target pets and totems and whatnot

There is also the alchemy factor.. sneaking potion and invisibility potions give a big boost to stealth temporarily... also, searching eye (pot/elixir...don't remember which) increases stealth detection.
