This achievement is tricky to do solo because the elites continually grow in power on their own in addition to the vengeance buffs you're stacking them. Fortunately for Priests, we have a trick that can make this soloable with some effort.

1 - Reset Torghast with the Avenger torment until you find one with an undead elite not too far away from other minions.
2 - Chop the undead elite down to 10k or so health.
3 - Cast Shackle Undead on the undead elite.
4 - Start dragging over minions and killing them near the shackled elite. Don't use any area of effect abilities that might break the shackle.
5 - Refresh Shackle Undead after each kill or two so that the elite's shackle doesn't expire.
6 - Once the Undead Elite has 10 stacks, nuke him down. (Shadowfiend + Fade can buy you an extra second or two, although it probably won't be necessary).

I had to refresh the instance 4-5 times before I found a suitable elite (most I found were humanoid). But once I found him it was just a matter of clearing a safe area to fight then running through this strat. All in all, not difficult.

Compared to the other 3 trivial achievements in this meta, this one seems ridiculously overtuned and poorly considered. There are many floor layouts in Torghast that don't allow you to pull an elite around to 10 mobs that are able to give the Avenger buff, and the ones that do still don't always give it on death if you kill many at the same time with Empowerd, which is probably what they intended.

I managed it as a 229 Demonology warlock in Layer 8 Fracture Chambers by going straight to the end of floor elite in floor 4 and snapping him to other groups of mobs. I feared him to recover when I was OOM with no healing cds up. His casts got extremely fast and dangerous at 5+ stacks, and this is why I highly recommend only attempting it on floor 4 of your run if you are solo and picking up lots of defensive powers.

Solod this achievement on my paladin in protection spec (223 iLvL). Mort'regar Layer 8 Floor 2.

All I can say is that you need good floor RNG and then just pull big onto 1 elite.

I actually had 2 on top of each other on my floor, so I basically focused 1 of them while slowly DPSing the other with cleave and killing non-elites.
Even at 10 stacks the mobs didnt hurt me too much.
I did have Gavel of True Judgement on the big mob, so it did 20% less damage to me, but nothing a Def-CD or a Hakkar Scale cant fix (if you should be struggling with their damage).

EDIT: after writing this I basically did the achievement 2 more times on the exact floor without gavel buff on the elite and without Def-CDs.

If you play a class that can put the elite out of the fight like Vaugn and Buuloki suggested, you can still do it that way, but if you have character that can go into tank spec it really should not be much of an issue to get the achievement (aside from Floor RNG).

Solo'd Layer 11 Floor 1 as a Brewmaster (220 ilvl)

The first Elite i found, I chained Paralysis on him and pulled adds one by one close to him and kill them in order for the elite to get the Avenger debuff stacks.
When he had 10, I used every button to increase my health and one-kill Touch of Death.

If you are a death knight, it is extremely easy to cheese it:

Take control of an elite (on some wings, like Mort'regar, almost all of them are undead) with Control Undead and then buff it by killing other mobs while you dismiss the elite for a second

If the elite is dying you can heal it by Death Coil
When you are at 9 or 10 stacks, you can weaken the elite by making it duel the mobs (I made it attack the mob for the 10th stack and then killed them both with ~3 hits)

Having the blessing Surging Power makes this much more difficult. The passive aoe will kill the elite as you attempt the build stacks.

This bugged out on me today (Fracture 12) but not in a way I like; I ended up getting 10 stacks on a Deathspeaker and died almost immediately after and I got the achievement. Kind of removes the challenge as you can just get 10 stacks on an Elite and die rather than aiming to control it after hitting 10, which is half the challenge.

I did it properly immediately after; 241 Sub. Fracture 12 does have the Unnatural Power Torment, so really use defensives properly when it has been in combat for longer. The floor bosses have no leash, so you can drag that around as much as you want and out range it. As a rogue, I ended up just picking up a couple of stacks per pack and out run the elite, use Vial on cooldown and around 10 pop Cloak and Evasion, immediately CC'd it after it has 10 stacks and nuke it.

Just be aware, we were unable to see the torments and consequently the Vengeance stacks while using Elvui. Had to turn it off to see-quite probably a setting we didn't know how to change.

I was able to do this with a druid healer friend on level 4 of layer 11 Upper Reaches. She rooted a melee elite while I (warlock) ran round and gathered up regular mobs which I single targeted down next to the elite so that I didn't break the roots. On the first 3 floors I picked defensive anima powers (increased healing received, +% hp, Demon Skin etc) so that I didn't need to use tank pet to do the gathering and positioning.

A couple of further observations on top of the good advice in other comments here:

We found that small hp mobs like Mawrats and the little Skeletons did not grant a stack of Vengeance.

The elite also gathered stacks of Unnatural Power whilst it was rooted. This was one of the other torments up and is a 10% damage increase per stack. However once it reached 50 stacks, they reset back to 1 again, so once we achieved the 10 stacks of Vengeance, we waited it out until the Unnatural Power stacks reset, to ensure we weren't one shotted.

If you're a squishy class or don't have a good CC consider the anima power Crubling Aegis, which gives you immunity for 1.5 minutes. I used this to gather a massive group, AoE down the little guys, then get the big guy. Pretty easy if you get the right anima power, but I was definitely struggling before getting that one.

As a mage, I found this fairly easy to solo.

I found this big room with two elites fighting eachother in the middle and plenty of trash around them as spectators. I used invisibility to bypass the guards at the entrance and took my place amongst the spectators. I cast polymorph on the one elite and killed the other. Then I just pulled the trash to the polymorphed elite and killed them nearby, adding 1 stack of Vengeance for every mob I killed. After I had killed 10 trash mobs close to the polymorphed sheep, and the sheep had his 10 stacks, I set up my cooldowns and opened up, dropping him well before he could ever reach me.

Tip for Warlocks:

I tried it as Demo (my usual TG spec) a couple of times, but the elite always died before it had 10 stacks, due to the built-in AoE of the Felguard and spells like Hand of Guldan. (But without these, I do no damage.) Probably the target selection algorithm of the Imps also was a factor.

Switched to Affliction then, and got it on first try. (Upper Reaches L10, 1st floor, in a wide courtyard)

With Agony, Corruption and Siphon Life you can perfectly pull individual mobs towards the elite, and then nuke them with Malefic Rapture without harming the elite at all.
If you are in the large courtyard like me, don’t hesitate to run to the other end to pull more mobs (the Skeletons don’t seem to count), your Voidwalker will be able to tank the elite without issues if you’re on a lowish layer (see below).
I left the AoE ability of my Voidwalker on auto-cast, but it might be wiser to disable it, especially if your elite is not in good health.

To make it not unnecessarily more difficult, take the lowest layer possible, that is, if you have the 2-torments reduction from your Box of Things, layer 10 (with exactly one Torment). You likely have to check all wings to find the one that has Avenger as Torment. If there isn’t any, check the wings on layer 11 (2 Torments with Box reduction) or wait for reset.

If you have fully upgraded your Box of Many Things as I have, you have to do this on layer 10 minimum as you spawn in with 2 fewer torments and layer 10 starts at 3. The easiest way to do it is to hope you get the "Crumbling Aegis" ability to get a 1.5 min of no damage and try to pull as much as you can on a layer, keep track of any elites you pull and make sure they get 10 stacks before it dies.

To anyone that's playing a class that doesn't have a semi-cheat like Shackle Undead or a bubble, like a warrior, and has full upgrades on the Box of Many Things, I got this achievement on layer 11 of Mort'Regar. Not sure if the Torments change everyday or anything like that, but Mort'Regar is the best place to go for this.

The aoe from literally every class passive abilities kills the elites way before the stacks can be applied.

It's worth noting that the bosses of floors have no leash range. After MANY frustrating attempts being murdered by enormous mobs, resetting floors, Elites not getting the Avenge buff (?) I pulled a boss into VASTLY smaller packs slowly, and was able to do it with a tanky spec pally. The boss does start to hurt so move with purpose. I just cleared as little as I could and made my way through to the boss, and pulled them back through the floor. Good god that was irritating lmao. The floor bosses eliminate the immensely (IMNSHO) more annoying issue of mob density.

I used hard CC on one of the mobs in room and kept slowly pulling and killing other mobs around him till he was big enough.

You are not able to kite and collect all the time. There is a leash on the mobs if you are max level (DF:70), so you'll need to keep one safe/alive while you collect around it.

As well. They do not gain a stack if they aren't of the same 'group' (I.e. The bugs don't gain stacks from Mawsworn)

Simple enough at Level 70 Dragonflight & Beyond.

1) Head into a Torghast instance with the Avenger torment up. I did a Layer 16 just so the elite would have some good HP on it.

2) Head to the final boss (Elite) on Floor 1 or the Tower Sentinel if it's up or any other Elite, whatever's closer.

3) Round up the mobs that are nearby.

4) Kill those mobs one by one on top of the Elite until 10 stacks of Avenger are on the Elite.

5) Kill the Elite.

6) ?

7) Profit. Achievement Completed.

Currently unable to solo this at level 70. The boss resets quickly if you move away from its portal more than 25 yards. Same issue with mobs if you try to move them to the end boss : they reset very quickly. In one aisle I have like 15 mobs. Stacked them on boss. Killed them one by one. With all addons turned OFF I NEVER say the Revenge debuff on the boss. Killed about 15 adds, and the boss never reached those 10 stacks. I have tried to do the achievement in Skodus, then Fracture, Soulforges, Mort'Regar and Coldheart and it never works. So unless it magically works in UpperReaches I have no idea how you solo this at level 70 Dragonflight.

Some tips I could give for solo players:
- At level 70, the mobs tend to reset relatively fast, but will keep following you if you attack it without doing (much) damage now and then. Fear, stuns, shouts, snares, etc. work. Also caster can melee it now and then for low damage.
- Mark your mob, so you know which one not to hit. Sounds comical, but try fighting 10+ mobs while a designated one in the group must be killed last.
- It's quite difficult to do this on a floor boss, so target a normal elite. Try to sneak by a group of mobs until you find a suitable Elite and kite it back to the previous mobs.
- Mawrats do not count towards the vengeance buff on the (elite) mobs. Other mobs like escaped prisoners and Ardenweald NPCs and such also do not count.
- Watch out for blessings and powers that do uncontrolled AOE damage. Even reflected damage. Choose lesser ones and accept the run probably won't be flawless.
- Keep moving around so the chance to get feared is low, and also the chance to loose the kited elite due to it's reset.

As elemental shaman, I used the slowing totem and stun totem to keep the mobs with me. I was lucky to have the Avenger in Fracture chambers layer 16 and had a lot of mobs with me to the floor boss. Killed one by one and got the achievement.

Anyone needing to do this achievement in patch 10.2.6 for credit towards the meta achievement for Shadowlands Veilstrider Mount, it's possible.

Went in as a 489 Ret pally. I took off any gear or trinkets that cause AoE damage. Found a spot with an elite mob and focused it so I could keep track of it's stacks. I then ran around the room gathering enough mobs and took them down one by one, then burst the focused elite.

Just did this as Demon hunter.
I looked for a room with enough mobs and pulled all along with the elite then killed them one by one. Some of the mobs reset but was easy enough to pull with Throw Glaive.

OK, if you're like me and trying to figure out if you can see which Torghast instance has the Vengeance torment without going in...I just found out you can't. BUT each instance has different torments and they change every day. If you're also like me and have your Box of Many Things completely filled, you just need to go to the ones that have 12+ layers already unlocked and select the highest one you can. This is because the "Freed From Torment" buff from the box of many things will prevent you from getting torments until you reach about layer 10 of anything (I think). I walked into Upper Reaches and was able to see what torments I had immediately. No Vengeance. Turned around and left. Went into Mort'regar, same thing. Went into Coldheart Interstitia, BOOM, there's Vengeance. You just need to walk into each at your highest unlocked layer until you find the torment you're looking for.
Now as for completing this achievement (as a lvl 70 Hunter with ilvl 478 and pets are dismissed), I marked an elite so I wouldn't accidentally kill it too fast. Kited him until 10 other mobs (mawrats and skeletons don't count) surrounded us, then killed off the other mobs one by one until the marked elite had a stack of 10 Vengeance. Then kill the marked elite and you should get your achievement.
Another not for those who use Elvui and are unable to see this debuff stack on your marked elite, you may not have non-personal debuffs selected to be shown. here's what I did to correct this thanks to a post from Purrfecttofu above:
"What you need to do for ElvUI is add non personal debuffs to the filter for how you want to see them. I wanted to see it on the nameplate, in that case it's under Nameplates->Enemy NPC->Debuffs, then at the bottom you can add the special filter "Non Personal". Same steps apply for UnitFrams, just inside that section. Also probably best to drag the filter to the front of the list so it doesn't get pushed off by other debuffs, and of course remove that when you're finished with the achieve."

As a lvl 70 hunter just trap an elite and if you don't have enough for a 10 in the room and if you will try to pull more to the elite you trapped they will just run back so just use Eyes of the Beast and gather as much as you need for the achivement

Just completed this in Dragonflight, I recommend doing this on a character without full tower knowledge.
As you have less torments (and less likely to find the right ones) and you can get blessings that give you passive AoE.

In this case I did it on my 70 Sub Rogue (425) alt as I had sap and blind to keep my target locked still.
I ended up running to grab the end boss of the first level, dragged him to a central area with lots of mobs, blinded him and dragged mobs over to kill until it had 10 stacks.

Now to get the rest since Master of Torment isn't account wide progress...
